The Community Preservation public hearing is coming up at 7 PM. You can participate
- In person - Municipal Building, 2nd floor - Council Chambers
- Via cable - This meeting is shown on Comcast channel 11 and Verizon Channel 29 #cpc0118
Vice chair David McNeill opens meeting at 7:02 PM #cpc0118
Another resident advocating for more pickleball courts, popular, growing, for all ages. #cpc0118 schools teaching so demand will grow from there, an affordable sport, handout for the committee with inventory of communities, population and court of indoor/outdoor courts
CPC Chair Chris Feeley joins via remote connection during pickleball discussion. #cpc0118
Clarification questions, cost for maintenance, etc. #cpc0118 Rec Director R Jette joined to answer questions, no real #s available, peak is Sat AM, looking to capture maintenance $ as they go, spending money on the post tension concrete courts (King St) will save later
Veterans' Officer Shannon Nisbett talks of the monument projects started in repair and restoration on the Town Common. Leak on the doughboy statue being evaluated to develop a cost estimate. #cpc0118 monument repairs need to be done to prevent further damage.
Appraisal ranges from $12-20k, not all have been appraised yet, accumulating details to prepare full assessment, can use other sources but would like to use CPA funds as well #cpc0118 annual maintenance is not a valid use of CPA funds, restoration yes
Catching up to add photos of some of the speakers this far #cpc0118
Timing of funding is one thing, getting contractors for the restoration will be a challenge. #cpc0118 there is also a historical grant that might be an option to explore. Monument work did begin in 2021. Concrete bases were done last year photos of work photos.app.goo.gl/4RNX2qQziYfjmb…
Student presenting ideas on open space allocation, final project sent via email to committee members #cpc0118 I made request to have doc posted to Town page to share broadly, Jamie may already been on it. Resident raising concerns about trail proposal along Mine Brook
Charles River Meadowland is the formal name for the Mine Brook project. Many issues with access and easement, access to swamp is owned by Army Corp of Engineers, town would have to assume liability, not a swamp per SE, a flood control plain #cpc0118charlesrivermeadowlands.org
#cpc0118 this project is not ready for 'prime time' too much work remains to be done before the proposal could be considered by the committee. Other than the grant and study not much has been done. Pickleball maybe a little more popular
Boating access would require Army access approval, hiking no, could be done reasonably per Alan Earls. #cpc0118 Jamie to follow up with Earls. Resident recommendation of a uniform way to evaluate the proposal, also include equity consideration for distribution
Can CPA funds be used for Davis Thayer, working with schools to coordinate activities, MSBA needs to be included in their conversation so if they would then come back for something else building wise. #cpc0118 once District 'determines it surplus' then Town assume control
Town Council would set up a reuse committee to determine future use of building, require ADA access, etc. Extensive conversation required even if for housing, any housing there would require private investment, and ownership will be discussed. Parcel of land ... #cpc0118
Would be of prime use for Franklin. Potential for public safety (i.e. police station) or a recreation center. #cpc0118 we are far away from extensive debate/decision on the property, there are a lot of avenues of potential for the property, projects like this take time
#cpc0118 Susan Speers, on Metacomet Land Trust, was part of CPA advocacy, kudos for Franklin Matters for having link available to find to catch up, couldn't find on Town page. There will be competing projects for the available funds, distribute the $ to get some body something
It would be good for the community to see the rationale on how the projects are determined, how other agencies can get called out to be part of this. Apply before Feb 28, 2022. #cpc0118
Meeting adjourns with roll call vote
