Let's dive into the demographics of #Philadelphia's new council districts a bit more. Keep in mind these numbers are counting state incarcerated people where they live, so they'll be slightly different than the U.S. Census numbers that City Council used for #redistricting.
Overall, there was little change in racial demographics. The 1st district became a little bit more white. It was already a majority white district. Hispanic and Black are down in the proposed map. Asian slightly up.
The 2nd district became slightly more white, from 40% to 41%. Black unchanged at about 39%. Voting age population shows a bigger difference, at 44% VAP White, and 37% VAP Black. Asian and Hispanic unchanged.
The 3rd district is still a majority Black district, down very slightly, white population up slightly. The 4th district. The 4th district is also majority Black and saw very little change in the racial breakdown of the district.
The 5th remains a minority coalition district but becomes more Black in the overall population, going from 41% Black to 43% Black. Perhaps notably, the VAP (voting age population) is now even, at 40% white/40% Black, it's majority white in the current map. 6th is unchanged.
The 7th district becomes less Hispanic. Going from 55% in the current map (54% VAP) to 53% (51% VAP) in the proposed map. The Asian and white both grew in this district. I suspect it may lose its status as a majority Hispanic district by voting-age population this decade.
The 8th district became more diverse - less Black, more Asian, Hispanic, and white. Still a 71% majority Black district by voting age population. Same story for the 9th, which remains a majority Black district, slightly more diverse.
The 10th district became a little less white, but still majority so at 65% (68% voting age population). Full demographics can be found here: app.districtbuilder.org/projects/93b7a…

Some wards are going to be split multiple times if Clarke's proposed map passes as is. The 18th, which includes Fishtown & Kensington, is split three ways. Part in the 1st, the 5th snakes its way through Fishtown all the way up to Norris street. The northern part in the 7th.
The 42nd ward, a majority Hispanic ward, covering parts of Feltonville and Olney is also split 3 ways between the 7th, 8th, and 9th districts.
And the proposed map now splits the 54th ward three ways. It was just split twice in the current map. It now includes parts of the 9th, as well as the 6th and 7th districts.
