Great question. The doc appeared about 2 mos in and borrows a lot of language from similar threat assessments on Islamic radicalization. Based on the implementation slide, I would guess the author is from a hacktivist background.

I would guess that either funding was unavailable, or that the movement was not seen as a legit threat by the authors friends or partners, or a combination.

The fact that the Medium post was created in January 2018, only three months after Q started posting, is *not* indicative that the author must have been involved in QAnon's creation or planning. People were paying attention just as early or even earlier.
