Those unvaccinated will find it very hard to find any elderly care homes that will accept them.
We've approached local testing contractors. They said if you give us a week, we can increase our testing capacities.

Lam: I didn't hear that comment, but it's not true. The virus is not under control at the moment.
Q: Is shortening of inbound quarantine from 21 to 14 days because of hotel-cross infections that caused the outbreak in Kwai Chung Estate?
Lam: No. It's science-based. We reduced close contact quarantine to 14 days a week ago, and inbound travellers aren't even close contacts.
Lam: If Sophia Chan said ["Well, I think we are in control of the virus"], well I think she was trying to convey confidence in the government's approach.
Q: Are you going to ask the mainland for help to fight the 5th wave?
Lam: No, because there's technical and language barriers. That said, we're working with the Guangdong government to increase testing result capacity.

Nine cases tested positive recently occurred at Nga Kwai House in Kwai Chung Estate which involved seven units (including three "09" units); and three cases tested positive recently occurred at On Kwai House in Kwai Fuk Court which involved three units (including two "08" units).
It is suspected that vertical transmissions of virus were involved in the two buildings after initial investigation. Following the inspection by the CHP and representatives from related departments,
Residential Care Homes for the Elderly (RCHE) & those with Disabilities (RCHD):

New rules -
1. The Government will require all residential care homes to submit the health records of their residents to doctors to assess suitability for receiving vaccination;
2. For residents who have been assessed by doctors as suitable for vaccination and are able to give consent, the Government will arrange vaccinations for them as early as possible and inform their family;
Under the arrangement of the "vaccine pass", a person who is medically unsuitable for vaccination is required to obtain an Exemption Certificate issued by a doctor.
With a view to standardising and aligning arrangements, the Department of Health (DH) has produced a template of the Exemption Certificate for use by doctors.
Members of the public who are medically unsuitable for vaccination may consult a doctor on whether they are unsuitable and thus obtain from the doctor an Exemption Certificate (may involve a fee for private doctors).
