D.C. Police Commander Duncan Bedlion said there was a party in a hotel room and an exchange of gunfire took place. Bedlion urges residents with information to come forward by calling 202-727-9099.
DC Police Chief Contee says he received an update on the case a few minutes ago. Investigators are working to notify next-of-kin. He says there are some "domestic overtones" to this shooting.
"Most of the people we are talking to have been cooperating with law enforcement."
Contee said he frequents the area where the shooting takes place. MPD did a walkthrough of this area on Jan. 14 to identify law enforcement issues, but there are issues beyond law enforcement.
Contee said detectives will see out this case fully.
The chief said this issue has issues with drug use and people walking in public smoking marijuana--which is illegal in DC.
"The Metropolitan Police Department in making sure these issues are ... resolved," Contee said.
.@marycheh says that crime rate in PSA 203 is 23% -- violent crime 68%.
Cheh blames mismanagement by the Department of Human Services -- she says this department is placing residents who need help in this area, becoming a disturbance to other residents.
Cheh says she has asked for a larger police presence in this area. "Even if the violence is contained to one room...it will spill out," she said.
The DC police commander said crime actually went down in this area. So far this year this area is down 25% so far, he said.
One resident in the area tells police Connecticut Avenue in this area is "becoming a race track."
"Is DC no longer ticketing these people?" He asks.
The DC police commander said they have programs in District 2 to address this concern.
Chief Contee said so far this year there have been 48 carjacking arrests--of these arrests, 23 are juveniles.
The chief said there needs to be more conversation about how to hold these juveniles accountable for making the community unsafe for others in DC.
Contee said there needs to be consequences for people who "do bad things in neighborhoods."
"It should look like accountability to community members," the chief said. The community should weigh in on what accountability looks like, he added.
"That's not a popular message... we really, really, really have to dig in on the weeds in this issue," Contee said.
149 people were arrested for carjacking last year, Contee said, 100 of whom were juvenile.
Some young people are in need of services, others need something "more stringent," contee said. They "may need to go sit down somewhere for a while."
@marycheh says there's a "state of lawlessness" in the community.
.@marycheh said officials need to "look holistically at what's going on."
"I get the impression that people are not feeling safe these days," Cheh said.
DC Commissioner Claudette Davis encouraged residents to join their meetings and email them feedback.
Bowser just arrived -- moments ago someone questioned where she was.
.@MayorBowser said she was briefed by the chief on the situation earlier.
"I know that some concerns have been raised about this particular facility," Bowser said the city will look into making sure the facility is operating how it should be.
.@MayorBowser said officials will dig into people living into this area because of city services.
"We have to treat all gun crimes seriously, no matter where it's happening" and who is involved, she said.
Bowser said some areas in the city are experiencing more gun crime -- the city is matching this with an increase of resources.
Bowser: "If the city is involved in placement of individuals [receiving human services]" -- she doesn't want to conflate this issue with the incident today. She said this isn't what happened here today.
"But it has to be done soon, mayor," a resident says.

Watch on @WUSA9: Police are preparing to hold a briefing after a student was shot at Magruder High School in Derwood. A person connected with the shooting is in custody.
It's almost 5 p.m., and students haven't yet been dismissed from school.
