What does this mean?

When $UST > $1, an arbitrageur can burn $1 of $LUNA to mint 1 $UST, then sell the $UST for profit.

When $UST < $1, an arbitrageur can burn 1 $UST to mint $1 of $LUNA, then sell the $LUNA for profit.
