Economic Survey 2022 ranks the pandemic response of different states in India according to expected covid19 deaths (based on population, population density, demographics and number of tests conducted) to actually reported deaths.

Kerala comes out on top. 1/n
Note that this ranking is based on reported covid19 deaths, which is comparably very high in Kerala, and not excess deaths/all-cause mortality, which is what should actually be looked at to evaluate the impact of government policies during the last couple of years. 2/n
Factoring in only reported covid19 deaths fails to account for differences in testing strategy, reporting of deaths, impact of lockdown and other policies on access to healthcare, related impact on mortality (due to a host of reasons including hunger), among others. 3/n
That the Economic Survey doesn't take these into account is convenient; the result is that India's response compares favorably to other countries.

But Kerala has bucked the excess deaths trend, as opposed to other states, as I argued in this piece: 5/n

One of the reasons why expected deaths in Kerala is higher is the state's ageing population.

1. Changed the SoP in place that had resulted in 0 covid cases in Lakshadweep in all of 2020. Cases have sky rocketed since and 317 cases were reported just yesterday. Total of 22 deaths.

Those who are now outraging on behalf of Comrade Shailaja Teacher are the same ones who would have asked whether she had any qualification to be a minister when she was appointed as one in the previous government.

She doesn't share your outrage as she has clear political aims. +
Her aims are not individual glory but working for the project of a communist party. The party needs an array of new leaders with mass appeal so that a sudden vacuum won't appear when the current leaders can no longer contribute.

Hence the importance given to new faces. +
A communist party gives primary importance to its programme unlike other bourgeois parties. And the program of CPI(M) is building a left and democratic front.

Widely popular leaders who did not contest this time, such as Comrade Thomas Isaac, are sure to contribute to this. +
