@lianbuan @verafiles Cables show Oxford agreed to "depart from its normal rule" and allow Marcos to read for special diploma if there are special circumstances. Those provided were "asthma complicated by flu" and "adverse psychological effects on him after his visit to devastated areas in Mindanao."
