Let's go:
FACTS:
1. You can get admission for sure if you meet the minimum qualifications. However, scholarship decisions will be based on the available budget.
Departments/Schools may have some assigned budgets for a particular semester. So, you will be competing with many other people
who have been given admission already. Hence, the scholarship may not get to you.
2. This means that you have to either source for the money, get to the school, and hustle, or look for agencies that can give you grants. You and I know that this is very tedious.
3. However, those that have gotten the supervisor's consent may be on the list of his personal grants which may or may not be from the department. This means that even if you don't get the school's scholarship, supervisors can still bring you from their grants.
This makes you absolutely safe.
Well, to get a supervisor is also hard work in case you don't know, especially if they don't have grants; but it's a better route.
So, if you have any admission without funding, these are your options:
a. Send email to the dept. to ask for possible funding options.
b. Look for a supervisor that will accept you (He/She may have gotten someone already)
c. Forget the admission, go through the email route (read my pinned tweet 5-8), get the consent of a new supervisor before you
apply. Be sure that you have discussed funding with the supervisor.
I know some supervisors will tell you they don't have the power to choose anyone until you apply. Still, contact them with your application number after you must have successfully applied.
With these few points of mine, I hope I have been able to convince you and not to confuse you that the Supervisor way is the best way.
1. Go to University pages in different countries of the world, look for your course, and email professors in your field. (This is the best and most efficient).

2. Look for Government-funded Scholarships in different countries of the world. Check their criteria, and apply.

Note that this method is more competitive because it is already public.
3. Look for advertised Positions by Lecturers or Departments: Sometimes, lecturers advertise scholarship positions in their labs. We usually post many of this on this street. Send emails to the lecturers

I think it will make an incredible impression on the supervisor as it will give him a mental image of your
capabilities and it will sell you well.
Being innovative is key in this journey.

1. Introduce yourself 2. Discuss your research Interests 3. Explain what you have done and what you currently do (related to the Prof's work)

A great Personal Statement/SOP should have about 5/ 6 paragraphs.
Paragraph 1: Introduce your problem statement and connect it to why you want to study that course.
Paragraph 2: Talk about your educational background, and your undergrad research experiences, and how it has
prepared you for the proposed course.
Paragraph 3: Talk about your leadership, volunteering, and other extracurricular activities. It will be good if these experiences are connected to your intended course.
Paragraph 4: Talk more about your research interest and mention the supervisor you have contacted(This is very important). Explain why you want to work with the person. Be specific about your research interest.
