What this means:
Note that number of new permanent residents and new applications to be accepted each year (i.e through Express Entry draws) are 2 different things
The plan accounts for applications that will likely be finalized & that the applicants are able to land in Canada.
In summary, some of the targets for the years are from applications already being processed.
E.g. 2022 numbers look really good for those who have submitted their applications & are awaiting a PPR.
More effort will go into finalizing the applications so they can land this year.
It also looks good for future PR applicants
Once the backlogs are significantly reduced & more people have landed in 2022, PR programs like Express entry will likely return fully.
You will see that the landing target for Express Entry is low in 2022 but went up by 2023 & 2024.
More landed PRs (for Express Entry) in 2023 & 2024 will only happen if more applications were accepted before then. The apps are then finalized for applicants to land in 2023 & 2024
However, whether that would be more of CEC or more of FSW, or both equally remains to be answered
In 2021, Canada was still able to land/welcome over 400,000 new permanent residents
They were significantly inland applicants from programs like CEC, Provincial Nomination, and TRtoPR policy
The outstanding applicants from those programs will be finalized & will land this year.
And with that, except there is a deliberate shift in PR sources to those who are already in Canada temporarily (i.e as students, or workers), as we saw in 2021, more people outside Canada will benefit from economic immigration in 2023 & 2024.
Fingers crossed to see what happens.

If you want to come to Canada directly as a permanent resident BEFORE 2023/2024, and you don’t have an application currently being finalized, cannot get a provincial nomination or get a job offer for programs like AIPP…. then pivot to coming as a student first.
Canada is always looking out for those who have studied here, so there will always be something for you to stay permanently (if you play your cards right).

A Graduate Certificate program in International Business Management is $9,468/yr at New Brunswick Community College
Same program in Ontario is at least $18,000
Graduate Certificate programs are the same as Post-Grad Diplomas or Graduate Diplomas. They help you to show academic progression if you already have a Degree or Diploma (i.e ND/HND).
The programs are equally eligible for a Post-Grad Work Permit to stay back & work in Canada.
