Trudeau et al are exceptionally stupid. They knew the convoy was coming long before it showed up.
Even after they got to Ottawa, they could have physically removed them. It would not have been painless, but it would've been defensible.

Lot of Americans may not realize this...but public sentiment of Canadians are with Trudeau. Even the majority of truckers support shutting down the convoys.

The protests have largely been peaceful, have not been all that big, and in reality, could've been handled more decisively and peacefully.
The failure is really Trudeau's. He is just not very good at his job.

Problem is they've gone overboard. Attacking finances of the convoys, stifling their speech rights, etc is what totalitarians do...not free speech nations like Canada.
If they want to get rid of them, get rid of them. I support that. All this other stuff is counterproductive.
