⚡️In phone call with Macron and Scholz, Putin said he intended to sign "in the near future" a decree recognizing the independence of separatist-held Donetsk and Luhansk. According the Kremlin: The French and German leaders "expressed their disappointment with this development."
maybe "in the near future" leaves some wiggle room still?
Speaking in a live TV address, Putin is ... now offering a history lecture of the Ukrainian state.
Putin: "Ukraine is an integral part of our own history.... Ukraine was created by Vladimir Lenin, he is its creator and its architect."
Putin is now in the part of this speech where he discussing... the debt of the Soviet Union at the moment of its collapse.... which leads to an accusation that Ukraine has failed to pay its share of the Soviet debts post-collapse.
Putin: "Ukraine is trying to twist the historical memory of those who lived in Ukraine... radical nationalism because Russophobic."
Putin: Ukraine has stolen natural gas from Russia, and used energy (i.e. its extensive gas pipeline network) to blackmail Russia
Putin now complaining about what he says is the rise of are neo-Nazis in Ukraine. "Radicals pushed Ukraine into the chasm of civil war."
Putin now discussing ... Ukrainian microeconomics: water prices, medical professionals (allegedly) leaving the country, energy prices.
Putin now discussing Ukrainian state industrial policy, lamenting/asserting the (alleged) dysfunction of shipyards, missile designers, weapons builders, railways, ports administration.

At Ukraine's Stanytsia Luhanska crossing, where only pedestrians are allowed to cross to and from the separatist-held city of Luhansk, a stream of people today, many evacuating children, described growing fear and confusion. Not much interest in this beekeeper's wares today
This older couple said they were moving out of Luhansk completely (they insisted it wasn't b/c of war) Because only pedestrians are allowed, they had to load all their belongings onto 11 carriage-wagons and push them across the border. (They even brought the pickled tomatoes)
Most of those crossing at midday Sunday were women, with young children. Iryna was leaving with her two children, 7 and 2. Asked about the near-nightly explosions heard in the city, she said quietly: “We try not to talk about it in front of the children.” Photo by @MaryanKushnir

Novoluhanske is in the part of Luhansk Oblast that is controlled by the Kyiv government, not Russia-backed separatists. It's just a few kilometres to the line of control separating the two sides.
And about 30 minutes after interviewing Serhiy on the playground, separatists started shelling forward positions outside of town. (122 mm most likely).

(these caught my attention because I was in Blahovishchenka, the Ukrainian village closest to the airfield, earlier this month. Farmers used to be able to drive their crops to be milled, or sold, in Millerovo. No longer)
