Dear Inhabitants of Kharkiv. We have endured a very difficult day today.
Starting from this morning multiple units of Russian Army made a breakthrough into Kharkiv.
You saw them into residential areas of the city.
Yesterday night there was an enormous artillery bombardment. But we have held the line. And we will forever.
Dear Inhabitants of Kharkiv. My dears. We must stick together. Me and our utility service are doing all what we can: we reconnect central heating.
Boiler-houses are being hit by shells. But as of yesterday night, there were 200 houses without heating, and now 30 houses remain without heating — we can not get there, because they are shooting.
This morning, we reinitiated garbage collection. But were had to stop because we were under gunfire.
Bread. We do our best. Unfortunately, the factory that bakes bread did not work because during the night it was also under shelling.
As soon as there was a first opportunity, they started to bake and to deliver, deliver everywhere [bread].
Our buses for bread delivery where also came under fire but we did maximum we could.
We maintain water supply in the city. One note with regard to water. I beg you. Use only official websites [to get information]. Because today there are a lot of fakes.
Today, there was a fake that Dekanevsky wastewater treatment facility did not work — this is not true. Use the official website of the Kharkiv City Council, mine, Regional Administration.
I beg you to take care of yourself. We are doing everything possible and sometimes — have to admit it — that it is impossible together with our utilities service to ensure the functioning of the city of Kharkiv.
We will withstand. We are Kharkovites.
Immense thanks to our military who protect the city of Kharkov. Immense thanks to our retail chains, which are in terrible conditions distribute food today: for hospitals, maternity hospitals, for people who stay in metro. They maintain partial retail trade.
These are incredible efforts. My heartfelt thanks to all of you.

N: “I will support the proposal about… recognition…”
P: “You will support or you do support? Sergey, just say it as it is.”
N: “I do support the proposal”
P: “Then say it as it is. Yes or no”
N: “[barely audible] yes…”
P: “You do support?…”
N: ”I do support the proposal about Donetsk and Luhansk People’s Republics joining Russian Federation.”
Minister of Defense of #Belarus Lieutenant General Viktor Khrenin: Russian troops will stay in Belarus because “Presidents of Belarus and Russian Federation have decided” to do so.
Two things to note in that announcement:
- Minister of Defense of **Belarus** cites President of **Russian Federation** as a decision maker - officially Lieutenant General Khrenin is not a subordinate of Mr Putin;
- Russian flag on photo.
“Due to the increase in military activity near the external borders of the Union State and the aggravation of the situation in the Donbas the Presidents of the Republic of Belarus and the Russian Federation have decided to continue checks of the response forces of the Union State
