News tonight- After several hours, chair Stephen Chipp decided to adjourn the meeting. He says this was due to several interjections from the public. The meeting has now resumed without members of the public present in the room.
A motion to defer the decision was defeated with 4 votes for and 4 against - the chair used his casting vote.
We have heard that 25 replacement trees would 'make up for' removal of a popular poplar tree. The scheme would deliver 30 per cent shared ownership and social housing - the 100 per cent figure would be achieved reliant on Homes England funding.
Hyde Homes says the 60 parking spaces would be enough and would help to discourage car use in a 'sustainable town centre location' alongside a car club. But groans were heard from the public when they were told there would be the equivalent of 0.37 parking spaces per flat.
Councillor McGregor has proposed a motion to approve saying the scheme would make a valuable contribution to social/ affordable housing. Councillor Boram has seconded this saying that he fears an appeal otherwise.
After three hours, the committee is again split with four voting for and four voting against. The chairman has used his casting vote which means the scheme is APPROVED.
This will come as a blow to campaigners trying to save the poplar tree on the edge of the site. But both the council and Hyde Homes says the scheme will make a valuable social and shared ownership housing contribution. The tallest building will now be 9 storeys rather than 11.

3/4 Lib Dem councillor Hazel Thorpe said that her daughters couldn't make it to her mayor-making ceremony as it was during the day and they live in different parts of the country. “Being mayor is an honour and I was really sad my daughter’s couldn’t [attend],” she said.
