SSSCIP Ukraine appealed to the International Telecommunication Union (ITU) to support Ukraine during the war unleashed by Russia against Ukraine. Due to constant Russian shelling:
- Some regions of Ukraine are completely or partially cut off from telecommunications services. People cannot call rescuers, doctors and other special services. And operators can't fix accidents.
- The infrastructure of television networks is being destroyed.
TV towers in Kyiv, Kharkiv and Lysychansk were fired with missiles.
The TV tower in Kherson has been seized, and Russian TV channels with illegal use of the radio frequency spectrum of Ukraine are being broadcast in the region, which is the reason for the total misinformation.
All this is only a small part of Russia's gross violations of the principles of international law, including in the field of electronic communications and radio frequency spectrum.
Representatives of the State Special Service called on the ITU:
Ask the ITU Member States, as well as telecommunications equipment suppliers, for technical assistance, support and assistance in rebuilding infrastructure on Ukrainian territory, as well as the supply of telecommunications equipment.
To appeal to the Member states of the Union regarding the possibility of organizing free satellite communication and access to satellites on the territory of Ukraine.
Make a statement condemning Russia's actions and supporting Ukraine and its territorial integrity
within internationally recognized borders.
Consider terminating any ITU funding for all Russian initiatives and relocating the zonal office in Russia (Moscow) to any other country that is not a party to Russia's armed aggression.
Address the Member states of the Union with a recommendation to block incoming/outgoing calls in public telecom networks from numbers in formats allocated by the Federal Communications Commission of the Russian Federation for use in the temporarily occupied territory of Ukraine.
