President Joe Biden is expected to announce a ban on importing Russian fuel, according to a person familiar with the matter.

Critics of Russia have said this would be the best — and perhaps only — way to force Moscow to pull back. apne.ws/Xwi66SE
A full embargo would be most effective if it included European allies, which are also desperate to stop the violence in Ukraine and the danger Moscow poses to the continent.

Yet it’s far from clear that Europe would take part in a total embargo. apnews.com/article/us-rus…
A ban on Russian oil and natural gas would be painful for Europe as Russia provides about 40% of Europe’s natural gas for home heating, electricity and industry uses and about a quarter of Europe’s oil. apnews.com/article/us-rus…
If the U.S. acts alone in banning imports of Russian oil and refined products, the impact on Moscow would likely be minimal.

The United States imports a small share of Russia’s oil exports and doesn’t buy any of Moscow’s natural gas. apnews.com/article/russia…
So how will a U.S. ban affect gas prices?

A month ago, oil was selling for about $90 a barrel. Energy analysts warn that prices could go as high to $160 or even $200 — potentially sending an average gallon of U.S. gasoline past $5. apnews.com/article/us-rus…
The average price for a gallon of gasoline in the U.S. hit a record $4.17 as the country prepares to ban Russian oil imports.

The average price rose by 10 cents per gallon in one day, and it’s up 55 cents since last week, according to AAA data. apne.ws/bEsxfM4

In nearly two weeks of war, some 2 million people have fled Ukraine. Russian troops have captured swaths of territory in the south, but have faced fierce Ukrainian resistance in other regions.

Here are four @AP stories with what to know from today. apnews.com/article/russia…
A Russian airstrike hit a maternity hospital in the besieged Ukrainian port city of Mariupol, wounding at least 17 people in what Ukrainian officials described as a “war crime” and an “atrocity.” apnews.com/article/russia…
Ukrainian President Volodymyr Zelenskyy said efforts were being made to evacuate some 18,000 people from embattled towns in the Kyiv region to the capital itself.

Speaking in Russian, he appealed to Russian soldiers to save themselves and “just go home.” apnews.com/article/russia…

Opening statements began for the trial of four men charged with plotting to kidnap Michigan Gov. Gretchen Whitmer. Prosecutors say the men conspired to kidnap the Democratic governor in 2020 because they were angry about COVID-19 restrictions she imposed. apne.ws/zSDGzpU
A lawyer for Adam Fox, one of the defendants, said that his client was a hapless “misfit” who was influenced by an FBI informant whom he met at a protest, not a mastermind of the 2020 plot as prosecutors allege. apne.ws/dqfH3nL
Assistant U.S. Attorney Jonathan Roth said during his opening statement that the men recruited a militia and planned to break into Whitmer's home, tie her up and take her away.
He said the four wanted to create a “war zone here in Michigan." apne.ws/XEgx4MM

Equipped and staffed to reverse overdoses, New York City’s new, privately run “overdose prevention centers” are a bold and contested response to a storm tide of opioid overdose deaths nationwide. apnews.com/article/inside…
Supporters say the sites are humane, realistic responses to the deadliest drug crisis in U.S. history.

Critics see them as illegal and defeatist answers to the harm that drugs have on users and communities. apnews.com/article/inside…
In their first three months, OnPoint NYC said the sites in upper Manhattan’s East Harlem and Washington Heights neighborhoods halted more than 150 overdoses during about 9,500 visits — many of them repeat visits from some 800 people in all. apnews.com/article/inside…

For years, a Michigan community rallied around MacKale McGuire, a teen who lost a leg four years ago after a battle with bone cancer.

As he danced across the stage in his school’s performance of Disney’s “High School Musical,” they cheered him on. apne.ws/zGnWaXn
It's the first musical his high school has put on since the start of the pandemic, and the dancing was a particular challenge for McGuire.

Before going on stage, someone usually says, “Break a leg!” McGuire responds with a cheeky grin: “I beat you to it.” apne.ws/zGnWaXn
“I try to like look for things that I can do, rather than things that I can’t do," McGuire said.

He also plays soccer and golf and has learned to ski on one leg. apne.ws/zGnWaXn

Tuesday is International Women’s Day, a holiday typically celebrated in Ukraine with flowers and chocolates. But this year, many women fleeing Ukraine after Russia’s invasion feel only the stress of finding a new life for themselves and their children. apne.ws/GAVHFwK
“I’m generally in some kind of a terrible dream which keeps going on,” said Nataliya Grigoriyovna Levchinka, a retired teacher from Donetsk in eastern Ukraine.

“I would be in some kind of abstraction if it wasn’t for my daughter. I wouldn’t be able to come to my senses.”
The U.N. says the number of refugees has reached 2 million, the fastest exodus Europe has seen since World War II. A decree by Ukraine’s government prohibiting men aged 18 to 60 from leaving the country means most of those fleeing are women and children. apnews.com/article/russia…
