"We see today that the Russian armed forces are not that ready to carry out high-intensity operations", according to the French chief of defense staff General Burkhard (@CEMA_FR) in a fascinating conversation with @StaciePettyjohn from @cnas. A 🧵 on his remarks: Image
"High intensity conflict is on a true different scale compared to the counter-terrorist operations we have carried out for the last 20 years. This ambition requires time: we need to modernize our equipment and to train our units at brigade, division and even army corp levels."
"It does not mean that we would not be able to engage in high-intensity operations right now but not with all the assets we identified and the appropriate level of training. We need to speed up the process but let us not lie to ourselves."
"When you have a look at the Russian armed forces and their current operations in Ukraine, they clearly are not that ready to carry out high-intensity operations. They are lacking of seamlessness, of initiative, of artillery support or of precision in their air strikes."
"Our support to Ukraine is very strong but we cannot become co-belligerent. This is the thin thread we are walking on. So, we have to provide weapons to Ukraine but in a reasonable way and a mastered level of visibility. We should not communicate too much about this."
The General Burkhard then mentioned the "strong contribution" of France to NATO’s deterrence and defense posture across Europe in the air (air policing missions in Poland, Romania and Bulgaria), at sea (presence in the East Med) and on land (Estonia and Romania). Image
The French chief of defense concluded by explaining that the war in Ukraine proves that the collective defense of Europe is first and foremost based on NATO but also requires stronger investment from Europeans in their own capabilities to reinforce the alliance.

[Thread] Sobering comments of French foreign minister Le Drian a few days ago on the 🇷🇺 violations of humanitarian law in #Ukraine: "With Aleppo and Grozny, we have a sinister expertise on what Russia does when it besieges cities".
"This is always the same scenario: bombing of cities, proposal of a humanitarian corridor, denunciation of the breaking of the corridor by the adversary (🇺🇦) while there is actually provocations by the one who himself delimits the corridor (🇷🇺), ...
... attempt of negotiations and talks to better condemn the adversary (🇺🇦) who leaves these negotiations because he is provoked to leave, new bombings and we start again."

The number of 🇺🇦 refugees arriving in France "is increasing rapidly" according to the 🇫🇷 Prime Minister, who visited a reception center in Paris this morning and stressed that France "owes them the best possible welcome."
The number of refugees officially counted since February 25 is close to 5,000 people for the moment. "We have set up dedicated reception centers" to provide medical, social and administrative care.
The Prime Minister also mentioned the mobilization of the French population, with 10,798 accommodation places already offered to welcome refugees, including 5,978 by 🇫🇷 individuals. The 🇫🇷 government has created a dedicated platform to give guidance.

"Europe has solutions to become independent from Russian gas" according to the 🇫🇷 finance minister Bruno Le Maire who mentioned the different options currently on the table. A short 🧵:
lemonde.fr/international/…
Dependence to Russian gas is not "the same in all European states. France is 20% dependent on Russian gas for its supply. The European average is 40%; Germany is 55%; and some countries are totally dependent. For example, Finland has 100% of its gas coming from Russia".
For the 🇫🇷 finance minister, "collective European solutions" are possible:
1/ "Accelerate the storage of gas up to 90% to face the winter of 2022. The real challenge will be next winter".
2/ "Common purchases to make a block and get lower rates".

"I think that #Ukraine will win" according to French foreign minister Le Drian during a television interview yesterday. A short 🧵 on his remarks: Image
"France provides military equipment to Ukraine, in number and quality," but will not give details. "We know the practice of the Russians on these matters, especially in Syria, and it would be absurd to give details that would help the 🇷🇺 army to organize itself accordingly."
"A no-fly-zone would mean that the Ukrainian sky would be protected against Russian aircrafts. To do this, we would need aircrafts to ensure this security. In this case, we would be co-belligerents" according to the French minister explaining why a no-fly-zone is not an option.

"Russia is pleading for humanitarian corridors to Russia. This is hypocrisy, an artifact of communication that I condemn. This is moral and political cynicism that I cannot bear."

Strong words of President Macron on French national television today.
"The situation is getting worse every day. There are deaths, fatigue is setting in and humanitarian conditions are deteriorating. We have not succeeded in obtaining a cease-fire from Russia."
"France is committed with its partners to carry out humanitarian operations to get civilians out of the conflict zones to protect them. Humanitarian actors must be able to intervene and need true cease-fires to do so."

Interesting: President Macron had a phone call today with the Serbian President Vučić to discuss the war in #Ukraine and its aftershocks.
elysee.fr/emmanuel-macro…
“The 🇫🇷 President praised the close cooperation between France and Serbia, and the clarity of its position in international forums on the war in Ukraine and the necessary respect of the sovereignty of States.” (🇷🇸 voted in favor of the 🇺🇳 resolution).
“The President considered that the war in 🇺🇦 requires that the EU and all the countries close to it, especially those countries like 🇷🇸 that have been granted a European perspective, examine together the ways and means to further strengthen their ties …
