Joe Biden, then vice president of the US, greets Petro Poroshenko, the billionaire businessman who took over the presidency of Ukraine after the 2014 coup d'état that toppled the pro-Russian government of Viktor Yanukovych.
US participation in the Euromaidan articulation is well documented. Obama administration bureaucrats met with Ukrainian opposition leaders ahead of the 2014 coup, including Joe Biden and CIA Director John Brennan.
Victoria Nuland, Under Secretary of the State Department, assured that the US government spent 5 billion dollars to fund Euromaidan and the CIA funded, trained and armed neo-Nazi paramilitary organizations incorporated into the National Guard.
The White House investment was aimed at ensuring the maintenance of the new order in Ukraine, removed from Moscow's sphere of influence and converted into a Washington vassal state, advancing the West's geopolitical, military and economic interests.
A number of foreign businessmen have benefited from Ukraine's new political climate — building fortunes as conflicts instigated by the 2014 coup left 14,000 dead in the east of the country. Among them is Hunter Biden, son of the current US president.
Hunter has been a lobbyist for two decades, taking advantage of his father's connections to gain advantages and lucrative deals. After Joe Biden's rise to vice president and Yanukovich's fall, Hunter envisioned great business opportunities in Ukraine.
After becoming president of🇺🇦, Poroshenko passively collaborated with the operation of destruction of national productive capacity played by 🇺🇦 judiciary, helping to liquidate national companies & handing over sectors of economy to control of foreigners.
The modus operandi bears similarities to the devastation of the Brazilian productive sector caused by Operation Lava Jato. In Ukraine, the operation was made possible by an "anti-corruption" partnership between the Ukrainian judiciary & the US government.
The agreement gave the US Department of Justice the right to appoint justice advisers, prosecutors and judges to serve directly in the Ukrainian judiciary, in addition to funding the training of lawyers and staff of the Ukrainian judiciary in Washington.
Among the companies that have been subjected to the "anti-corruption" intervention is Burisma — one of Ukraine's largest oil and natural gas producers. The owner, Mykola Zlochevsk, began to suffer persecution from local prosecutors, advised by US agencies.
As one of the company's advisors, Hunter Biden took over the leadership of Burisma after the Zlochevsk assets freeze. Also joining Burisma's board were Joseph Cofer Black, former director of operations at CIA, & Devon Archer, former adviser to John Kerry.
After intervention, Burisma continued operating in an obscure way, without disclosing financial results. Between 2014-2016 company expanded its operations in Eastern Europe & signed a cooperation agreement with KazMunayGas, a🇰🇿state-owned oil & gas company
The company soon became a target of Ukraine's attorney general, Viktor Shokin. Although initially aligned with Poroshenko's policy, Shokin began to seek the consolidation of his own political project based on moralistic rhetoric & anti-corruption discourse
The prosecutor accused Burisma of money laundering, accounting fraud and opened 15 investigations to investigate irregularities. Joe Biden then began to pressure Poroshenko to hush up investigations into his son's criminal activities.
Poroshenko feared that dismissal of the attorney general, linked to anti-corruption rhetoric, could have a negative impact on his image. To convince the Ukrainian to cover up his son's business, Joe Biden blackmailed Poroshenko with a billion-dollar offer.
The amount came from the International Monetary Fund (IMF), which was negotiating an agreement with the Ukrainian government. Biden assured that he would give the go-ahead for the loan, as long as the attorney general was replaced with a subservient name.
Phone conversations between Poroshenko and Joe Biden about replacing the attorney general in exchange for the loan were recorded. In May 2020, the audios were published by Ukrainian deputy Andriy Derkach.
In the dialogue captured in February 2016, Poroshenko assures Biden that his son, Hunter, is not the subject of any investigation, and informs him that he requested the attorney general's resignation: "An hour ago, he brought me his resignation letter."
In the recording of another phone call in March 2016, Biden explicitly links the granting of the loan to the appointment of a co-opted attorney general. "Tell me about your new attorney general. I've prepared the public signing of a billion-dollar pledge."
Biden's blackmail worked. Ukraine was mired in a fiscal crisis and faced a series of lawsuits brought by Russia, motivated by the termination of contracts after the 2014 coup. After firing Shokin, Poroshenko appointed Yuri Lutsenko as prosecutor.
Lutsenko had no legal experience. He had been arrested for corruption and abuse of power in 2010, but benefited from an amnesty granted to right-wing politicians who supported Euromaidan. After taking office, Lutsenko dropped the charges against Burisma.
In May 2016, Biden called to congratulate Poroshenko. "You've done a great job. (...) And now that the new attorney general is in office, I'm ready to move the signature on the new $1 billion coverage of loans as collateral."
The recordings leave no doubt about the involvement of Poroshenko & Biden in acts of corruption, influence peddling, bribery, among other crimes. They also show the lack of independence of the IMF, instrumentalized in favor of obscure private interests,..
..and demonstrate the extreme degree of submission of Ukrainian government to White House. Despite the seriousness of the allegations, Western press was quick to hush up the case, fearing that its disclosure would harm Joe Biden's presidential campaign.
