Joe Biden's response is simply that Putin is a dictator bent on rebuilding the Russian Empire. The egregious failure of Washington to understand Putin & the Russian Federation's concerns over NATO's encroaching upon its very borders is at the ROOT of the Russia-Ukraine conflict.
Translation: It's better to resolve your beef w/ Ukraine over Crimea & the Donbass region BEFORE Ukraine joins NATO when the conflict WON'T escalate into WW3. A Russia-Ukraine conflict that doesn't become WW3 is better than one that does become WW3 by triggering Article 5.
