Chile presents the draft resolution on behalf of the 'core group' of States leading it. Chilean Ambassador highlights flagrant human rights violations in Nicaragua, persistent impunity, and the government's lack of cooperation with the UN.
Chile stresses that the resolution's recommendations will pave the way for better cooperation, improve democracy in Nicaragua.
Chilean Ambassador thanks the 45 States who have co-sponsored this resolution.
Luxemburg continues to express serious concern in face of human rights violations in Nicaragua, stressing both direct and indirect impact on people of Nicaragua, as this further isolates the country.
'The time has come to establish a strong mechanism for accountability.'
Paraguay, one of the resolution's sponsors, points to the strengthened mandate given to @mbachelet by the resolution. Concerned by closing down of civil society space, gradual erosion of rule of law arrests of opponents and activists. Calls on #HRC49 to support the adoption.
France, speaking on behalf of the EU, regrets lack of cooperation with all UN human rights mechanisms, failure to implement electoral reform, inhuman conditions of detention of political prisoners. All EU States (that are Members of the HRC) will support creation of mechanism.
Germany welcomes the draft resolution, pointing to widespread violations of civil and political rights. Reiterate call on government to 'resume path to democracy', and support creation of Group of Human Rights Experts on Nicaragua.
Nicaragua condemns the 'political interest of imperialists countries' behind this 'instrumentalized assessment'. Declares it does not accept any report, as 'far cry from the reality'. Condemns 'aggression by US and EU', including this resolution.
Cuba denounces 'politically-motivated resolution', rejecting acts against 'Nicaragua's sovereignty', categorically rejecting the resolution. Cuba calls for a vote.
Netherlands reiterates that 2021 elections were neither free nor fair, demonstrated by wide-scale violations in the run up to the elections. They recall @mbachelet indication that no recommendation from 2021 resolution were implemented. Will vote in favour of resolution.
The UK is deeply concerned by the deteriorating human rights situation and lack of democracy. Support creation of a mechanism to investigate all human rights violations and abuses.
'The perpetrators of the 2018 crackdown has still not be held to account.'
China, speaking for the first time on this draft resolution, states it appreciates Nicaragua government's work to promote human rights, seeing its 'achievements'. The resolution is a 'waste of UN resources', China will vote against.
Venezuela 'rejects in the strongest terms' the resolution, accusing the 'interests of imperialist States' to 'destabilise' the Nicaraguan government. Rejects a mechanism that would 'lead to the invention of evidence' and would be a 'para-police' body. Will vote against.
Russia note the 'one-sided nature' of a resolution aiming to 'interfere in internal affairs' of Nicaragua. It underscores its 'categorical rejection' of 'political games'. The resolution is an example of 'gross manipulation'. Russia will vote against.

The resolution creates a 'Group of (three) Human Rights Experts' (GHRE) mandated to:
➡️ investigate serious human rights violations since 2018
➡️ identify perpetrators
➡️ preserve and collect evidence
➡️ provide recommendations to #Nicaragua

Very importantly, in doing so, the Group of Human Rights Experts will look at:
➡️ structural causes of violations
➡️ intersectional forms of discrimination
➡️ gender dimensions of the violations
It will present a full report to the Human Rights Council in March 2023.

The ICCPR is one of the ten UN treaty bodies: the committees of experts tasked with regularly reviewing how States implement the nine core international human rights treaties they ratified.
The Human Rights Committee (different from the UN Human Rights Council) is the expert committee that looks at how States respect, protect, and fulfill civil and political rights guaranteed in the ICCPR: ohchr.org/en/professiona…
Jiang Tianyong's 'release' is a key example of the phenomenon of 'non-release release', documented by civil society: upon completing jail sentences, human rights lawyers are put under de facto house arrest, constant surveillance and harassment, unable to reunite with the family.
This is justified by the Chinese authorities under a supplemental sentence of 'deprivation of political rights' (3 years for Jiang).
Article 56 of 🇨🇳's Criminal Law imposes such a sentence on all those charged with national security crimes (ie the vast majority of activists).
