Highly unusual, operational briefing by @JakeSullivan46 from the White House podium.
"We believe Russia is revising its war aims."
"Focusing on southern and eastern Ukraine."
"Russians will seek to surround and overwhelm Ukrainian forces in eastern Ukraine."
"They are now executing the redeployment from north of Kyiv to the Donbas. Well on their way to retreating… Russia will deploy dozens of additional BTG’s, tens of thousands of soldiers to the Donbas."
"Russia could extend its force projection deeper into Donetsk and Luhansk. At least that is their intention."
"Russia will try to hold Kherson."
"Russia will try to block Mykolaiv."
"Moscow will comtinuie to launch air and missile strikes throughout the rest of the country."
"This does not mean Russia will succeed in the east."
"The next stage of this conflict may be protracted."
"Russia could regenerate more forces for additional goals… Now is not the time for complacency."
.@jakejsullivan uses a strange definition of "genocide": “We have not seen a systematic depravation of life.” The legal threshold for genocide is "intent to destroy."
.@jakejsullivan confirms US will announce more sanctions this week
This @jakejsullivan point has important legal consequences: "This has been a matter of policy in this war to kill civilians… and to impose a reign of terror. That is what we have seen play out. No, we do not believe this is a rogue act… This was part of the plan.”

All that's left of Mariupol is the shell of a city. There are some rescues, but others remain trapped. Life in Mariupol is all but extinguished. And there is little dignity in death; an old cemetery becomes a mass grave. This is a city that increasingly belongs to the dead.
.@energoatom_ua Acting President Petro Kotin tells us Russian troops who seized Zaporizhzhia plant are using it as a shield. He says Chernobyl nuclear zone remains disconnected from electricity, must be reconnected within 3 weeks otherwise “release of radioactivity could happen"
Aid for the displaced arrives from all over the world through a hub in Lviv. It used to be an arts center; this stage is full of people who, in their time, play many parts.

Women so close to giving life, came so close to death. Russia bombs a maternity hospital in Mariupol. “What we now see in Mariupol, in this absolutely civilian place, so many terrible things: war crimes, with crimes against humanity,” @VenediktovaIV tells us in an interview.
“We have now 1,000 cases, actually. It's ordinary soldiers who understand whom they kill.” She says when the battlefield is a crime scene, there isn’t much time to make a case. “Now it's very hard. In a few months, it will be impossible.”
“That's why the main goal of prosecutors and investigators, to fix war crimes, to collect this evidence.” She adds, “I am sure that Vladimir Putin is the main criminal of 21st century.”

Defending Ukraine's third largest city begins on the beaches. Odessans fill sandbags to protect from Russian invasion. In 11 days, they made 300,000 bags. Their battle cry is the national anthem. But if their chorus rings loud on the beach, in the city center it has fallen silent
Last time Odessa came under siege was World War II. Today barbed wire and beach-filled sandbags protect active-duty soldiers deployed inside their hometowns; streets normally full of cafes are now strewn with anti-armor vehicle barricades known as hedgehogs…
and hotels are protected by tires and Odessans who haven't lost their trademark humor, like Valentina Volanskaya, who, when I asked her age, said, people don't live that long.

Senior Administration officials lay out plan to split $7 billion in US-held frozen Afghan reserves: $3.5 billion for humanitarian assistance, $3.5 for 9/11 victims' families who have writ of attachment over money.
To those arguing _all_ money should go to Afghanistan, official says "Some idea that we could just ignore the litigation in New York is flatly wrong. We have to do it… We also think it’s important Americans have their ability to be heard in court."
And to those arguing even half the reserves will inevitably help prop up the Taliban: "If we are able to move this money into an international trust fund, we will ensure there are very robust controls in place. This will not be going to the Taliban."

French Ambassador to the US @Ph_Etienne tells me any fear @EmmanuelMacron is acting for political reasons, or to position himself post-Merkel, is "completely unjustified... if we don't speak with the president of Russia, how do you want to find this path to de-escalation?"
.@Ph_Etienne acknowledges #MinskAgreements are "a difficult subject for our Ukrainian partners," but disagrees Kyiv unwilling to take required steps: "The Ukrainian leader recommitted--like in Moscow the president of Russia recommitted their countries to these Minsk agreements"
.@Ph_Etienne acknowledges the sequencing of Minsk "is very difficult. In all those political agreements, very often, the most difficult issue is the issue of who's moving first."
