In Sept'20 FCRA 2020 Amendment bill passed which proposed significant changes in the existing provisions. As expected 3 PIL filed to stop it, mainly by one Andhra-based Missionary NGO, Care and Share Ch Trust.

CSCT is largely funded by Italy based Mummy & Daddy Onlus NGO which is further funded by Adozioni A Distanza (Distance Adoption). Another petitioner is National Welfare Trust, Telangana founded by Dr Sr Lissy Joseph. NWT receives most from Thailand & Philippines NGOs. 4/
AP alone received FC close to 1K Cr in 20-21, where 227Cr is just one NGO RDT which is an Indian extension of Fundación Vicente Ferrer, Spain. Much of Money!

(A) Cap on Admin exp reduced to 20% from 50%. Yes, so far it was not just leaking tap but main supply to fund "other purposes" then said cause in the garb of rent, elec, transport etc.

(C) Main FCRA a/c in SBI, Delhi: Another crucial step for keeping track of inflow, moving away from any bank/branches across India. Now one gateway for all, and then funds can be moved to other local a/c for util purpose.
SC recalled the past experiences of funds misuse. 8/
(D) MHA reserves the power of suspending FCRA even when the inquiry is open (emphasis) if it has 'reason to believe' so. No more exploiting turtle speed court proceedings or inquiries.
SC said it was needed for the nat'al security, and to protect sovereignty & integrity.
