Those people were officially members of Ukrainian police and were convicted only when things went completely out of control.
Society was extremely polarized, many not approving the trial as those fighting separatists were seen as heroes.

The Ukrainian decision has a very well known historic president, the 36th SS Division created in 1940.
The division was formed as a penal division. The criminals included murderers, rapists, arsonists, and armed robbers.
As a fighting unit it turned out to be useless.
Worst of all the man chosen to lead brigade was Ernst Dirlewanger.
A veteran of World War I Dirlewanger was also a known alcoholic, sadist, and pedophile who had been convicted of multiple accounts of child rape and sexual assault.
In 1942, the Brigade was assigned to Belarus to fight against the Soviet partisans. The unit didn’t engage much in the fight against the partisans. Instead, they were killing civilians, raping, and looting
Many crimes against civilians in Belorussia, Northern and Eastern Ukraine were committed primarily by Ukrainian nationalist Nazi collaborators and were merely assisted by the Dirlewanger Waffen-SS special battalion.
The Ukrainian Nazi collaborators, known as Ukrainian Insurgent Army (UPA) continued the terror for many years.
Published archive documents show that little had changed from time of Nazi occupation. Same atrocities were committed, but now more often under the FALSE-FLAG.
From 1949 the UPA had been actively supported by the CIA to weaken the USSR.
Unfortunately for the CIA, USSR had manged to crash the UPA.
But since at least 2015 the CIA is back to Ukraine training Ukrainian Insurgent Army.
from 205 unclaimed bodies in morgues of Kiev region only 23 have gun wounds, many bodies do not have any signs of violent death, most are clearly victims of explosions or dug out from rubbles of buildings
It is claimed that they were detained on 23 of March, but it is not clear if they were detained by Russia or SBU.
Ukrainian officials claimed they were on prisoner exchange list this should be easily verifiable.

She affirms that she was informed that the family was on prisoner exchange list, details unclear, but we know at least one similar case. Mayor of Melitopol was exchanged for 7 Ru POWs.
But we also have very different examples from SBU.
On 24th of March the Mayor of Kupiansk recorded a video plea to Zelensky and SBU to release his kidnapped daughter, after she was taken hostage because of his collaboration with Russia.
