3/4 Where is the enclosure to the report that supports that Finding of Fact?

4/4 For that matter, how many Findings of Fact in the Report of the #USNavy Court of Inquiry Report satisfy the requirement (not suggestion) that they must “be supported by and cite at least one enclosure to the report?”

I suspect that the answer to that question is ZERO.
