@LuisCha70215912 Great American clean up this weekend including on Ventura /Kings Canyon.Chances to volunteer. We went to sign Guardalara Sister City agreement and saw their version of @BitwiseInd The mayor was even recognized! (Someone off screen said they thought he was Pitbull)
The flights there were packed and sold out.I won't say how many tacos the mayor ate! or how much tequila.@Maxwell4Fresno We are planting 500 trees on top of the 1000 other trees.Manchester GATE students came to recite poetry. I was able to visit the Adult Health Care center too.
Hmong Volleyball players were upset about the signs that went up last year. They felt unwelcomed and disenfranchised. We have worked with City Manager and Parcs director.Everybody needs to be welcome at every park. Esparza:thank you to all who came to housing meeting yesterday.
Ribbon cutting at the Adult Day Center but it is one of only 7 in the county. A great need. CSEC High in District 7 will be graduating its first Senior class.Jackson Neighbors have asked him to be part of the dunk tank. Dyer wants to know when and where he can throw! We are also

Please adjourn this meeting in her honor. Also a homocide where the suspects fled the state but PD captured them. Also if you witness street racing please phone 621-RACE.
Public comments: Maxwell and Soria need be up for a proclamation for their hard work. A lot of you are trying to do good but some are still on the corruptible side. ImageImage
David Willis:Lives at Trails End Mobile park. a non-profit has proposed to take it over as they have in several places in Fresno. Please give them 4-5 months to get them in place.@_mcthompson Lawyer with Rural Legal Assistance. The new owners have gave a 7 day illegal notices ImageImageImage
despite judges order. We would like city to purchase the park for a month until one of the two other groups can buy it. By Zoom:Feleena Sutton-Amend the firework ordinance. We get mortar fire in blatant disregard of the neighborhoods. I am in support this proposed ordinance.
@LisaYFlores1 We also hav the mortar in my neighborhood and we know who the kid is. We need rent stabilization .1/3 of those with Covid will have long term issues which will hurt their earning ability. Karbassi had said I shouldn't be on Planning Commission as I don't get along
with others but Karbassi tormented homeless kids at the last meeting. When are you going to resign??Gaonoucci Vang:the damage from the signs that said we are not welcome at the parks. Taking down the signs is not enough. Training is not enough if not implemented. We need a long
term solution. Patricia Shawn:resident of Trails End New owner harmony is taking our items from our yards and giving 3 day notices to take parts of our homes apart.Patsy:Thanks Karbassi coming out. I have lived there from when it was a respected family park but it has slowly been ImageImage
run down but we are very fearful of Harmony. Next Pastor Byeaful:Trails End wants City to stand with them and not just the powerful. We need to go all the way for these downtrodden. UU Rev. Cutsmart We have new housing report but we have today a way to keep affordable housing. Image
Harmony Housing as a history of raising rents and displacing residents. We have a reputable group in place but right now we don't have time and you can do that for them. Susan Xiong:Hopeful Encounter is part of Drive initiative. I am here in support of Hmong Volleyball placers.
the signs were impulsive and hurtful. The message has impressed the generational trauma on these youth. Growing Equity in Green Space need to be designed for all. They need to part of all stages of planning. @airfrezno Kevin Hall please stop talking with @GVWire or taking money
from Assemi. These newspaper reporters are just a publicity marketers. Does other media agencies give to candidates? No because they make money on ads. Karbassi:here is the phone number for mental health. Esparza cuts him off. Marrisa Juarez:We have reached out to Council for
protection but the silence has been huge. Casey McKee: I am from Caratas who would like to purchase Trails End. We have experience and use a 3rd party management company. We have turned our parks into vibrant communities.@laurasplotch Thanks the 4 Councilmembers who voted for the
Tower Theater last week. We had a celebration at the corner on the vote but it was marred by domestic terrorist Josh Fulfer. The PD never arrived. Asks Mayor to not veto the vote but keep Tower safe and weird. @LovesMercy We need more homeless shelters outside district 3.
We need affordable housing throughout the city.John Woolley:Chief investment officer from Caratas. We didn't know about Trail Ends until the past week. We have been in business for 25 years ago and in Fresno since 2001. Robert McCloskey:homeless shelters are meant to feel temp-
orary as we don't want people to stay long term. It is essentially rehabbing people short term. They have outbid Tiny Homes that actually look welcoming.Kalvin Xiong:I am a youth Hmong volleyball player. We need a long term solution that is transparent. Dez Martinez:Buy Trails End
Last week Karbassi said last week a homeless advocate was looking for media show. We were told the kids last week were sheltered within one hour but we were there at 11 am and they were not housed until 4 pm. Your actions doesn't demonstrate caring for children. We are not One
Fresno but a Divided Fresno. @kieltls I have worked with others to help Trails End be purchased by a good firm. 1-P is also underfunded for community engagement especially in South Tower. Jim Grant:I am aware of the lack of housing in Fresno. We are in support of City buying
Trails End Park. Lethal Garcia:Josh Fulfer is trying to get a rise and harassing protestors. PD needs to respond. City needs to buy Trails End. If not we will have more homeless. Maxwell we need to meet . Trees and Poetry is not enough. @acrowellsoci Fresno State professor says Image
stabilized housing helps all. You have a group on campus that can marshal their resources. Thank you to Karbassi for coming out to Trails End. The residents have been working hard to find another plan AND they do.A real win for the City. All they need is time!
CONTESTED CONSENT :
1-C Actions pertaining to the award of a sole source purchase agreement with Trapeze Software Group, Inc. dba Vontas of Cedar Rapids, Iowa, in the amount of $2,845,844 to upgrade the Computer Aided Dispatch Automated Vehicle Location (CAD/AVL)
Why sole sourced
asks Arias. Staff:Trapeze is original provider of this software. An expert showed us that it is less expensive to keep Trapeze rather than a new vendor. APPROVED 6-0
1-E BILL - (for introduction) - Amending the Fireworks Ordinance, FMC sections 10-55602.2 to 10-55602.4, to add liability for "social hosts" and increase the fine structure of the fireworks ordinance. Arias:I am in support but concerned about roll out plan due to diversity of
community. These are significant fine but we need to make sure many languages are used. We also don't have a large city sponsored firework show in a town of 500,000 as an alternative. This uses a hammer but not the otherside. White:Streets around Grizzly Stadium so people can
watch from outside but we don't publicize that much. No plans for a firework show by City. Maybe not enough time to pull it off by July 4th. Soria:fines need to be enough to prevent illegal but people want a low cost or free show too.No alternative now.
It costs us a lot to put out fires from illegal fireworks. How can residents inform on illegal fireworks? @BalderramaPaco It is a real safety concern . We don't want to arrest anyone but last year showed more is needed especially with the drought. We had undercover firework sales Image
FresGo app reporting wasn't effective. We will come up with something better. 911 was overwhelmed with 1000s of calls last year.We often get illegal fireworks over the 3 weeks after the holiday. Soria:Public right away still fine social host? Fire Chief:Yes as other cities have Image
done. We are trying to deter this idea that setting it off in a cul de sac. Soria:will homeowners not part of if but will they get fined if it is done in front of their house. Staff:It is all what we can prove with a drone etc. Karbassi:we have had lots of calls at 4th due to Image
fires. We need laws with teeth. We need stronger enforcement. I don't understand this mentality. Enforce it in my district and i will handle the political fallout. It is not a poverty issue as I have enjoyed the Grizzlies fireworks from outside. APPROVED 6-0 with Chavez absent
1-F Actions pertaining to the new permanent Fire Station No. 12 project: 1. ***RESOLUTION - Adopt the 64th Amendment to the Annual Appropriation Resolution (AAR) No. 2021-178, to appropriate $130,200 for new permanent Fire Station No. 12 updated design costs. Arias:what is the
progress in District 3. Fire Chief: we are still looking at options and money is the issues. Stations need to stand for 70 years and match growth. Soria:Glad to see this come to fruition. Where it is located has lot of graffiti currently and is a blight to neighborhood.Chief: we
go every week and cover the tags and board up the window. White:maybe we need to take the building down now.APPROVED 6-0
1- G Actions pertaining to Public Safety Radio signal strength improvement: 1. RESOLUTION - Declaring an urgent necessity for the preservation of life, health, and property and authorizing the Chief Information Officer or designee to enter into and administer the contract with
Crown Castle to install radio equipment on the tower owned by Crown Castle. Arias:why sole contract. White :spotty radio there. APPROVED 6-0
1-H &Actions pertaining to Commercial Cannabis Activity:Arias:If CUP is rejected does next in line get it? Staff Jennifer:it will make them ineligible. We haven't closed the first round of licenses due to one left in District 7.White:we would like to start when that one is closed Image
If we have to adjust midway we may. Arias:APPROVED
RESOLUTION - Amending Resolution No. 2020-035 relating to the use and possession of weapons and security Arias :no concealed weapons allowed? White:No. Karbassi:Those who have CCW go through strict rules. Why cant we let them in. Bredefeld:We shouldn't spend $600,000 on this
fence and I don't want to punish law abiding citizens with CCW. We have never had a problem with CCW holders before but now we are looking for a solution to a problem we don't have. Arias:Metal detectors at airport are not for the public but for the one who has problems. Arias:I
like the amount of PD and security guards in our City Hall. I don't want a citizen or employee with a CCW have a bad day. @BalderramaPaco CCW has a background check for a felon and Sheriff and PD issues the CCW. If a person has their gun stolen a CCW can be taken away temporarily
You want someone who has training with guns who have CCW but I am more interested in criminals with guns. Karbassi:I want to amend this to not to put up the fence and put the $600,000 towards a public use like a firework show. White:We don't have the $600,000 left as fence has
already been purchased etc.Arias:we have this security plan that we have discussed in Closed Session. Karbassi:Some have leaked closed session items.Do we want a firework show or keep law abiding citizens from coming in this building.Bredefeld:an employee having a
bad day and going on a rampage is what arias is alluding to. I do have problem with preventing CCW holders. Arias:would you support removing metal detectors at airport and allowing CCW on planes? A:No. Arias:we have this place to have emotional charged discussion and we need PD
here. Bredefeld:I feel secure when CCW are allowed in the building. But the majority of this council doesn't believe in that. Arias: i have a CCW but I am secure not bringing my weapon into this building as we have armed PD. I am not trained to handle an issue with 1000s of em-
ployees in it. Bredefeld:God forbid we have an incident Arias will wish he had his gun with him. Approved 4-2 with Karbassi and Bredefeld voting NO.
Council will be back at 1:30 for remainder of Contested Consent and two Workshops.
Council back at 1:35 1-P Actions pertaining to the Tower District Specific Plan Update: @Esmeralda_Soria We are at capacity to get this going and there is voter outreach. I didn't see the business owners included though so I would like to see that.APPROVED 7-0
1-Q ***RESOLUTION - Adopting the 60th amendment of the Annual Appropriation Resolution (AAR) No. 2021-178 appropriating $5,070,057.68 for Encampment Resolution Funding Program related activities (Requires 5 Affirmative Votes) (Subject to Mayor's Veto) 3. Approve a services
agreement between the City of Fresno and Poverello House in amount of $4,662,554.80. Arias:We want to have Tiny Homes here. Staff: Pallet shelters would be rented from Poverello and Tiny Homes within parameters of grant. Arias:Tiny Homes is a better permanent solution.White:How Image
does this difference mean financially? Staff:not budgeted for some of it with a gap of $600,000 that is not budgeted for currently. White:we are trying to use this State grant and not send it back. Arias:Tiny Homes is more permanent but we have some time to budget for them.
Common use bathrooms have their own concerns. The grant committed us to permanent shared housing and pallet homes are not permanent.APPROVED 7-0
1-R Authorizing a grant application to the California Interagency Council on Homelessness (Cal ICH) for funding under the Family Homelessness Challenge Grant for accelerating efforts by local jurisdictions and continuums of care to address and end family homelessness by making
families' experiences of homelessness rare, brief, and one-time and authorizing the City Manager to sign all required implementing documents. Arias:this grant causes us to relocate this to another district. From Bulldog Lane to Pleasanton near Shields/Dakota.Soria:I went to the
block party on Pleasanton the neighbors says it is a challenged area due to crime and not real amenities. PD:it is a challenged area with gangs too.Soria:I am concerned that we are saying we are taking it to a safer neighborhood so I am concerned. Jodi on Zoom:This is same land Image
owned by the person on Bulldog Lane. This will be a gated area and its own playground. I haven't talked to the neighbors yet though. I can get with this or another property owner and see if we can find another location. This is nice in that it is new construction. Staff:it is due
tomorrow for the grant and Turning Point is a good provider. They will be positive for the neighborhood. Maxwell:Turning Point operates in El Dorado Park and we don't get many PD Calls for Service. Staff:New construction with long time property owner we have worked with. Arias:
this reminds me of when County had all homeless on Motel Drive but no plans to deal with nearby human trafficking. Now that we have bought the motels we also have security and PD patrols. What I don't hear with this is a security plan. Staff:We will work with Deputy Chief to come
up with the plan. Soria:nobody really looked at these issues. It has put me in a tough situation as we need the housing. Jodi:48 units total being built with 19 using this funding stream.Deputy Chief:We are happy to work with housing and have committed to lowering crime there but Image
cannot guarantee it is safer than El Dorado neighborhood. Jodi:there are methods with working with the neighborhoods and getting results. Soria:I will approve but I need to see a security plan.Arias:We have a big city and when you apply for these grants consider the entire city.
Jodi:These grants tend to be fair market rate but when property owners in the north want more than market rate.APPROVED 7-0
1-U BILL -(For introduction) - Adding Chapter 5, Article 6 to the Fresno Municipal Code establishing rules for the Fresno Police Department to fund, acquire and use military equipment as defined in Assembly Bill 481Arias:On page 6 you described a van that will only last until
past March 2022. Chief:we would like to replace. Maxwell:the title of this is a rough one. Chief:The State law is a transparency hope. This is not military equipment and no branches of military use this. These are all life saving vehicles by allowing us to get closer but safely.
@HarmsWayChad Bearcat we share with County and Clovis but they have bought their own now so we own it but it is very old.Arias:any time a war ends there is a lot of vehicles suddenly free but the maintenance is costly. Bredefeld:what is the old vehicle? Chief:a van that operates
as a remote post if we are not near a station. The Bearcat is $350,000 brand new. TNT vehicle is used to help de-escalate situations.Bredefeld:I am in support if you need a tank too. Chief:thank you but we don't need a tank. Bredefeld:We are flush in money as we are buying a
theater. If you need an air force I in favor he jokes. APPROVED

two months' salary and benefits for the balance of Fiscal Year 2022, from the City Attorney's Office Budget, Council Projects, to the Council City Support Division's budget. Chavez:we have had lots of projects with federal dollars so we need additional help during this. (CMAC
video cut out for a minute but back on now) We had this position filled with Andy Heep as a budget analyst previously. It will work as Council as a whole. Bredefeld:we all have staff. Why do we need this $100,000 person now?Chavez:workload from ARPA project increases.
Bredefeld:Jim Verros @JimVerros is one of the candidates? A:yes. Sloan:May have to cancel the contract or divest from the company. Bredefeld:looks like we are continuing to add to our staff when we were able to do it without before. It is problematic in many way. Chavex:you wont
use this person if needed? Bredefeld:I will use it from my budget. APPROVED 6-1

We reached out to other areas to encourage business owners to Downtown as well as grants to new businesses.A mural grant occurred with 6 murals created.
A digital campaign to get people back to Downtown after the pandemic.Fulton St Party and Xmas Tree was back too. Environmental
clean up with ambassadors picking up trash and reporting graffiti. Making sure dumpsters are kept locked and repaired.50 trash cans are maintained on the corridors. Digital parking meters is found throughout. Cleaning parking garages before events like Grizzlies.Property
crime increases but not violent crimes. Downtown Academy Program where people can find out the ins and outs of downtown. 2019 class was not able to finish due to pandemic. They have one trip to another city to see how their downtown works. Arias:for every event we do parking
effects small businesses. If we want new housing but parking can be an issue. Chuckchansi events tend to do well but the near by businesses suffer. Our parking manager needs to know how Downtown works before they have an event. We need a trash compactor. Also too many businesses
have undersized bins leading to overflowing and homeless issues.Art work has not all been replaced yet. Do we need to bring it back to an out source it rather than in house. Public Works has lots of other things competing for their time. Also we need our bike patrol
back. That unit needs to be at night after 8-5 workforce leaves. Chief:Microbeat that has an officer committed every night no matter what is happening in rest of city as well as cadets patrolling. Arias:we naturally have lots of officers downtown during the day as they report to
work etc. 1 am to 5 am is prime time for vandalism.@gregorybarfield we are working on the parking. We had Hamilton and Grizzlies game at same time. Next Thursday we will have Saroyan, Grizzlies and Art Hop at same time. It is tricky to get the sweet spot. Arias:We need to main- Image
tain the garages so it doesn't smell like urine from homeless. Barfield:we are getting more clean up now.
3-B WORKSHOP - City Wide Park Ranger Program ImageImageImageImage
ImageImageImageImage
@BalderramaPaco Calls for service to PARCS and cost. Park Rangers is comparable to an unarmed Community Service Officer II. They can cite but not arrest. Uniform will be similar to PD but toned down. They will have pepper spray and a police radio.Arias:Public would recommend they
wear green like a park. They want them to be differentiated from PD who are armed Chief:I like the blue as they may get more respect from public. Arias:can we get electric vehicles as it is in a park? Chief:we don't need to have them at pursue speeds so that may work. Arias:it
would be good to have EV chargers in parks and Rangers could demonstrate by example. Chief:Parks will be patrolled 7 days a week.Arias:Current security staff at Regional parks will go away when this goes in?A:yes.@Maxwell4Fresno can the Rangers write code violations? A:yes.
non-violent activities. It will be by the 5 Policing Districts. Maxwell:i want to be sure the Regional Parks don't get the bulk of Rangers. Deputy Chief: Calls for Service will drive where we allocate them.Maxwell:Are flood control areas covered? A:yes during the dry times.
Arias:I have two regional parks in my district. Roeding is always open. The other is empty unless there is a softball tournament. Deputy chief:It will help the PD as well. Are 20 enough? We will find out. Maxwell:I am excited about this program.Soria:Glad we have some dollars
