➔ A centralized system with one EU CBAM authority.

➔ The immediate inclusion of indirect emissions.

➔ A clear timeline for inclusion of all EU ETS sectors before 2030.
➔ Hydrogen, organic chemicals and polymers are added to the sectoral scope from the beginning.

➔ Extra financial support for Least Developed Countries.

➔ A gradual phase-out of free allowances by 2030.
➔ Strong anti-circumvention measures.

➔ Three review moments to guarantee the functioning of CBAM.

Today we sent our draft report on the legislative proposal to establish a carbon border adjustment mechanism (#CBAM) to the shadow rapporteurs.

The Commission proposal is an excellent starting point, but I see room for improvement in several areas.

After careful analysis of reports, position papers, assessments, draft opinions etc, my team and I came the following conclusions and suggestions 👇

The scope of the CBAM should be broadened to organic chemicals, hydrogen and polymers.

These products have the right characteristics to be covered by CBAM, and technical complexities can be overcome.
