A thread on #ElectoralReforms to enhance women participation & make next #GE more inclusive:
1. Around 12 million less women are registered as voters compared to men. #NADRA must be provided resources & directed to reach out to un-registered population/ women, to issue #NICs
within a year to enable them to vote.
2. Currently, it is #ECP discretion to declare poll in a constituency void, if less than 10% women voted. It is suggested that it must be made mandatory for #ECP, not discretionary, to declare poll void if less than 20% women voted, not just
3. #ECP must be mandated to take proactive measures to assess reasons of low turnout of women & other disadvantaged groups, facilitate their participation & take measures to remove any institutional or cultural barriers to free exercise
of voting, especially of persons from disadvantaged groups like women, transgender persons & religious minorities.
4. #ECP must audit rejected ballots within 2 years after each poll, assess reasons of rejection & educate voters about major reasons of vote rejection. Awareness
campaigns must be gender sensitive and responsive to information needs and cultural realities of women & marginalised groups.
5. #EA2017 must be amended to provide that each political party will award at least 10% tickets to women in all polls. Current requirement is only 5%.
6. The Action Plan that #ECP is bound to submit to #Parliament 4 months prior to #GE under #EA2027 must include a chapter on steps taken & to be taken to facilitate women staff on election duty, women voters, transgender persons, elderly & religious minorities.
7. Political party enlistment conditions in #EA2017 may be amended to provide that the list of party members to be submitted to #ECP by each political party will include at least 50% women. Parties may also be required to establish inclusive party forums with at least 30% women.
8. #EA2017 may be amended to provide that #ECP will ensure that at least 10% of all DROs/ ROs/ AROs in each #GE will be women.
9. Election monitoring teams must include women representation & the monitoring tools must enable collection of real-time information about experiences
& challenges faced by women voters & candidates, including about insensitive remarks & gender based violence.
