The disclosure of how $3.3M in grants were disbursed is somewhat vague. If ROLF & ROLS actually purchased PPE to donate to 1000 individuals, the names of the contractors should have been disclosed...

With the exception of journalist William Gertz, the names of the board of directors are all Chinese...

The books & records of ROLF & ROLS are in the possession of Michael Baranowitz who apparently is director of finance for both entities per LinkedIn...

While the Rule of Law Foundation 2020 990 was signed by the president, the Rule off Law Society 2020 990 was signed by Ping Tang who apparently is a songwriter on Guo's team...

Ping Tang who is neither a board member or an employee of ROLS signing the 2020 990 is similar to Hao Hongdong, a retired Chinese soccer super star, signing the ROLF 2019 990 in that Hongdong was not listed as an board member & was not an employee..

(The omission of Hao Haidong as a Rule of Law Foundation board member in the 2019 990 may have been an oversight since he was on the board in 2020)...

This is a headscratcher. ROLF reported a loss on the sale of assets of $109K but it didn't report the purchase or sale of any assets, unlike ROLS which lost $102k on the sale of assets of $1.5M....

Both the Rule of Law Foundation & Rule of Law Society had substantially of all of their assets in cash in 2019 & 2020 yet only reported a combined total of $1,820 interest income..

Combined, the Rule of Law Foundation & Society reported rent of $528k, payroll expense (no employees) of $70k, bank fees of $190k & contract services of $463k (no names of any individual contractors disclosed)...

Related parties for both entities are the same as 2019 - Saraca Media Group & Golden Spring New York) Ltd. which is Guo's family office...

At Dec 31 2020, the Rule of Law Foundation & Society had a combined total of $13.7M in cash on hand, money raised from small donors w dubious promises, according to @dfriedman33....

That's all I have to say about Wengui Guo's Rule of Law Foundation & Rule of Law Society 990s for now. I'd have a lot more to say but Mr Guo is the litigious sort.
