Achieving maximal thermal performance is likely to be unachievable in many houses & in many where it might be technically achievable, getting the last ten per cent or so of efficiency may be so expensive as to be prohibitive. /2
The Passivhaus standard assumes a thermal performance of 25 kWh/m2 per year, an 85% reduction in current average heating requirement & where this is achievable it is certainly desirable. The addition of zero-carbon heating infrastructure should help achieve the remaining %.

How should we prioritise the fixes?

1️⃣ Loft insulation
2️⃣ Draught-proofing (40% of heat is lost here)
3️⃣ Cavity wall insulation
4️⃣ Fixing windows, double-glazing & electrical replacements

Who will do the work?

Our estimates based on similar installations, show that a target of 60,000 installations a year is achievable with a workforce of 6,000 people.

This means jobs for managers, senior technicians, and skilled tradespeople right down to semi-skilled jobs. /5
What will we use? Where will we source it?

Insulation materials should overwhelmingly be wood-based (fibreboard, spray cellulose).

Supply chains must be developed which allow the vast bulk of manufacturing to take place in Scotland since these are bulky materials. /6
Given that existing Scottish companies also have the capacity to produce the tapes & membranes required, the scale of purchase would give Scotland a strong hand during procurement. /7
At an average of £15,000 per property, the total cost would be £35-40bn so cannot be done through market pricing, but must be centrally funded, planned, and delivered. /8
A National Housing Company must be set up to undertake this work. Supply of skilled labour will be a major issue in the early years, and extensive training of a new skilled workforce must also be a priority. /9

Why is decarbonizing heating so problematic?

In Scotland, 95% of our heating emits greenhouse gasses – the highest proportion in Europe. We need to change on a big scale & invest in a new heating system.

But all of them present significant challenges…

Would require all existing radiators & pipework to be removed/replaced, & double pressure on the grid which is esp challenging when usage in peak periods creates instability.

This is an expensive way to do it & could lead to a x3 increase in heating bills. /3
