This entire episode shouldn't be taken as just another twitter trend. Someone sitting abroad, collaborating with local handlers artificially escalated matter upto a level that Indian govt had to face global embarassment. And this won't stop here.

With my limited knowledge here are few steps that can be taken to deal with such Information War.

1. As soon as such trend starts, inform twitter RGO to legally restrict visibility of those main handlers in India.

2. Check who started the trend & which big handle pushed it further to have understanding of real intension.
3. Dig the IPs of handles who RTs left & right.
4. Scan the funding, communications, digital activities of local usual suspects of last/post few days.

5. Start debunk/counter trend almost immediately that shows on twitter "xyz" trending in India alongwith "abc".
6. Register official (on record) objection against the twitter storm organiser in global forum for future references.

7. Real time monitor the rising trend & sources at particular geo-locations.
8. Use latest tools, techniques and outsourced cyber intelligence at home
9. Collaborate with allies nations who has better ecosystem & cyber-intel like Israel, Russia or USA.

10. Keep SM official counterparts on toes and register legal actions or penalties for allowing such artificial "outrage" on their platform.

I'm sure many or rather advanced proactive or reactive measures must be on place, but if it not, its never too late to act.
