Schools championship softball teams honored; #Fresno Among the CONSENT AGENDA Items: 23. Approve and authorize Clerk of the Board to execute Budget transfer number 54 transferring FY 2021-22 appropriations in the amount of $350,000 from Accounts 6100 (Salaries) and 6400

(Retirement) to Accounts 7295 (Professional and Specialized Services) and 7340 (Operating Leases Buildings) within the District Attorney Org 2860, to fund unanticipated operating expenses.

25. Approve and authorize the Fresno County Administrative Office to submit the Bulletproof Vest Partnership (BVP) application to the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice (BJA) which, if awarded, would provide reimbursement up to 50% of the

purchase price of bulletproof vests for the Sheriff’s Office, the District Attorney’s Office and the Probation Department, effective from July 1, 2022 through August 31, 2024 ($246,608).

29. Receive the Fresno County Zoo Authority 2020-21 Annual Report.

35.Approve and authorize the Department of Behavioral Health to submit the Fresno County Mental Health Services Act Annual Update 2022-2023 to the California Department of Health Care Services and the California Mental Health Services Oversight and Accountability Commission

41.Approve and authorize the Chairman to execute an Agreement with The Fresno Center for the Holistic Wellness Program, effective July 1, 2022, not to exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to

exceed $4,483,595. Approval of the recommended action will provide a Holistic Wellness Program to individuals in the County. The intent of the program is to provide prevention activities to individuals and/or families from underserved populations to reduce risk factors for

developing a potentially serious mental illness and to build on protective factors. The recommended agreement will be funded with Mental Health Services Act - Prevention and Early Intervention (MHSA - PEI) funds, with no increase in Net County Cost.

44. Approve and authorize the Chairman to execute an Agreement with Turning Point of Central California, Inc. for specialty mental health and substance use disorder outpatient, full service partnership and assertive community treatment services, effective July 1, 2022, not to

exceed five consecutive years, which includes a three-year base contract and two optional one-year extensions, total not to exceed $26,682,895

49. Approve and authorize the Chairman to execute Amendment II with Youth Leadership Institute for youth substance use disorder prevention services to include additional Substance Abuse Prevention and Treatment and American Rescue Plan Act funding, effective July 1, 2022, with no

change in term of July 1, 2021 through June 30, 2026 and increasing the maximum by $830,865 to a total of $7,077,625; and, approve and authorize the Chairman to execute Amendment I with LPC Consulting Associates, Inc., for substance use disorder prevention program evaluation and

strategic prevention plan services to include additional American Rescue Plan Act funding, effective July 1, 2022, with no change in term of January 4, 2022 through December 31, 2026 and increasing the maximum by $100,000 to a total of $640,000

57. Approve and authorize the Chairman to execute a retroactive First Amendment to Master Agreement No. 22-085 for Information Technology Staffing Services to add fixed rates for election related events and an additional vendor to the Master Agreement, effective March 8, 2022,

with no change to the term of March 8, 2022, through March 7, 2027, or compensation maximum of $8,000,000

Rule”) establish a framework for determining the types of programs and services that are eligible under the ARPA. SLFRF may be used for eligible activities under four general categories:
Respond to the COVID-19 public health emergency or its negative economic

impacts;

Provide premium pay for essential workers;

Replace public sector revenue loss, subject to certain limitations; and

Make necessary investments in infrastructure such as in water, sewer, and broadband.

8. Approve Amendment to the Salary Resolution adding two Deputy County Counsel I/II/III/IV/Senior

and two Legal Assistant I/II-Confidential positions to the County Counsel Org 0710, effective on June 27, 2022 as reflected on Appendix H. County Counsel represents DSS social

workers in Counsel’s Office currently has six deputy county counsel positions assigned to Child Welfare matters. The deputy county counsels make hearing appearances, prepare for multiple hearings, participate in training, handle writs and appeals, and provide general advice to

the Child Welfare Services (CWS) unit. Due to the heavy workload in CWS matters, deputy county counsels, although present in juvenile court, were not assigned to cover all the hearings in which CWS staff appeared. Recently, the County Counsel Office has taken steps to cover all

the hearings in Juvenile Dependency Court, including routine matters. The additional deputy county counsel positions will enable the County Counsel’s Office to provide that coverage and increase deputy county counsel involvement in training CWS court and field staff. It is

anticipated that the additional legal assistance and training, along with staffing and training efforts for social workers by DSS management will help DSS to move cases through the Juvenile Dependency Court system more efficiently, thereby reducing the number of overall CWS cases

maintained by DSS. Sanja Bugay, Director, Department of Social Services:This will reduce caseloads and help us retain workers and also will help families reunify faster as they will get through courts quicker. She thanks the Supervisors for bringing this here so quickly!Approved

. This technique has proven inefficient, ineffective, and inhumane. Trap, Neuter and Return (TNR) is a management technique by which community cats are humanely trapped, evaluated by a licensed veterinarian, sterilized and vaccinated against rabies, and returned to their original

habitat. TNR is recognized nationally as one of the most effective and efficient methods of reducing and controlling the population of community cats, as well as disease control. TNR provides a humane, safe, cost saving alternative to help shelters keep community cats from

entering their facilities and reduce the number of free-roaming cats in the jurisdictions they serve. By approving the Ordinance, the County will establish definitions and protocols surrounding the management of the County’s community cat population and prioritizes TNR as the

most humane method for the stabilization of the population. Furthermore, the addition of this Ordinance shows an additional commitment to the contracted animal control vendor for the management of the community cat population and improves chances of success by the vendor when

applying to funding organizations directly tied to community cat management programs. Municipalities that show interest and engagement (either monetarily or legislative or both) in solving community problems are the ones funded most often. This demonstrates a willingness to

progress, solve and take responsibility for their own issues. These funding organizations are much more inclined to invest in municipalities that share the responsibility of solutions. Brenda from Animal Shelter says just leaving the cats in the wild is not a good idea but TNR

helps stabilize the populations. The past "trap and kill" method doesn't work as we have done for the past 60 years and LOOK! We are still in the same situation. This will be better. @BuddySupervisor I don't think people realize how many feral cats there are out there. APPROVED

10. Homelessness Action Plan for Homeless Housing Assistance and Prevention Round 3 Grant Program
Conduct public hearing to receive testimony on the proposed Local Homelessness Action Plan for the Fresno Madera Continuum of Care service area

Approve the Local Homelessness Action Plan, including the use of Homeless Housing Assistance and Prevention Grant funding allocation to the County of Fresno ($2,976,820) and the Fresno Madera Continuum of Care ($3,753,702); and,

Approve and authorize the Chairman to

execute the Homeless Housing, Assistance and Prevention Program Authorized Signatories Form, as an approved signatory.
Magsig:What is the future of our funding? A:Through 2024 but it depends on the Governor but this will probably be for next 5 years. Quintero:Will there be 1-2

day stay options? A:we hope 3-6 month options as this has better option to help them break the cycle of being homeless. Typically not their homelessness is just a one time thing but cyclical. Quintero:Some beds were not built due to low demand but company kept the money. A:I can

not think of anytime where beds were not filled unless it is 5 beds for a family of three but we are not allowed to fill those other two beds. Next staff:there may be more money coming in. Also move to less dorm style effects how many beds we can get inside.APPROVED 4-1 Brandau
