What would be the purpose? The USSR had a massive bioweapons program called Biopreparat. The deputy director defected to the US in 1992. His book has a great deal of information about their program.

To put tons of virus into context, “Fewer than five viral particles of smallpox were sufficient to infect 50 percent of the animals exposed to aerosols in our testing labs.” Nobody knows where all the manufactured smallpox went after the breakup of the USSR.
In 2003, I arranged for the hospital I worked at to be one of 15 study sites across the US around vesicular pustular rashes for the CDC.

This eventually led to an algorithm to assess smallpox risk. The concern was misdiagnosis leading to delays causing potential further spread before recognition.

The early signs and symptoms of monkeypox and smallpox are similar, the main difference is the lymphadenopathy caused by monkeypox. The rash may start as what appears to be small pimples or blisters, further confounding an accurate diagnosis.
The most puzzling piece is that the first case was on 5/6 on 5/20 there were only 93 known cases outside of Africa but Russia had already been vaccinating HCWs with smallpox vaccine, even with no monkeypox cases in the country.
Mass vaccination programs require a lead time to ramp up. How did they know what was developing and how did they implement this so quickly?

What if monkeypox is simply a smokescreen for a smallpox attack later? It would delay identification further accelerating spread. Hopefully the monkeypox problem was naturally occurring, but an unstable person in power is certainly capable of such an attack.

How does one hide that they are vaccinating their population against a disease that isn't present in the wild? Smallpox vaccination leaves a scar about the size of a nickel on the arm or leg after using a two-pronged needle dipped in vaccine and pushed into the skin 15x.
One might combine it as an oral vaccine against both smallpox and Hep B, but tell the population that they are only getting Hep B vaccine as to stop rumors that this is being done.

I have somewhat avoided the monkeypox topic since I really don't want to deal with the same crowd accusing me of fearmongering again, but we are in deep trouble with what is shaping up to be two concurrent pandemics.
I had decided to wait until there were others publicly speaking about it, and maybe part of me just doesn't want to think about the ramifications myself.
We learned that COVID was primarily spread through the respiratory route, so we could ease off on the contact and fomite routes of transmission. I stuck with it though because there is still room for it to mutate to survive on surfaces. I wanted some muscle memory.

1/22 This is all speculation about monkeypox and why I have some suspicions about Russia being behind it but there aren't many puzzle pieces to work from.
2/22 Putin has recently been seen with strange movements which could signal side effects of medication. This is seen in both hand and foot movements this year.
