Let’s consider why WHO decided not to declare a public health emergency of international concern (PHEIC) over Monkeypox.
There are after all thousands of cases globally, they are increasing, and their rate of increase is increasing. What is the logic?

From their statements I infer that the idea is that the transmission until now has been largely in the community of men who have sex with men (MSM). Perhaps the transmission will not get outside that community and we can think about it as localized within that community.

The idea is that there is one transmission R0>1 in that community and another R0<1 outside that community, so we can look to intervene within that community and not worry about the rest.
