It's the first such investigation we know of nationwide: Cook County Commissioner @AlmaEAnaya introduced a resolution asking the county to investigate how ICE may skirt sanctuary laws by using data brokers like LexisNexis.
Since Feb. 2021, ICE has had a contract worth up to $22.1 million w/data broker @LexisNexis, one of the largest aggregators of data in the world.
That contract gives thousands of ICE agents access to billions of data points on tens of millions of people. theintercept.com/2021/04/02/iceβ¦
It also gives ICE access to a lesser-known tool: A "jail booking search" that lets ICE agents see real-time jail data, updated every 15 min, like the incarceration status & release dates of likely millions of people in jails/prisons.
That's true in sanctuary cities too.
Through our report w/@JustFuturesLaw & others, we showed how ICE's contract w/LexisNexis specifically cited sanctuary protections across the country limiting data sharing w/ICE agents.
The idea is simple: Cities, counties, & states are saying they don't want law enforcement helping ICE w/deportations.
ICE has trouble accessing incarceration & release data, meaning picking people up outside court, jail, etc. gets harder.
So it buys this data instead.
Even in cities & counties like Cook County, where organizers spend years passing detainer ordinances or sanctuary laws that prohibit cops from working w/ or sharing data w/ICE, ICE has found a data backdoor.
LexisNexis is that backdoor, a willing collaborator in deportations.
That's what Cook County is investigating tomorrowβwhether the rights of Cook County residents are being systematically violated by these contracts that ICE & the county itself have w/LexisNexis.
We know this is national in scopeβcities & counties everywhere likely give ICE access to jail data in this way, a massive workaround to the laws we've passed ensuring sanctuary.

NEWS: ICE collected 6.2 million+ financial records on those using Western Union & Maxi to transfer moneyβgetting names, addresses, & more. It was part of a secret program, done w/out warrants.
They targeted the very services people use to send money to family here & back home.
ICE targeted anyone sending $500+ to Mexico, Arizona, California, New Mexico, or Texas.
It was uncovered by @RonWyden last month, & ICE stopped the program as soon as they were contacted about it.
They knew it was illegal. They were just hoping not to get caught.
But the program existed for more than a decade in some form, since 2010, & shared data not just w/ICE, but hundreds of federal/state/local law enforcement agencies.
ICE shared all this Western Union & Maxi data w/out requiring any agency to get a warrant.
As Jacinta Gonzalez, senior campaign director for Mijente, told @drewharwell, most people did not realize that information would be made available to federal agents and the police.
"The data never should have been used in this way.β
This blocks ICE from using personal info to surveil, arrest, detain & deport our community. Itβs just the 1st step. We continue to demand an end to the practice of data broker corps like LexisNexis & Thomson Reuters selling utility data, a practice that endangers us all.
Israel has been separated from his daughter since '19 & has been a leader w @ResistenciaNW during tht time. When Israel's case was submitted for prosecutorial discretion, ICE denied his request w/o even reading his file!
The Seattle ICE Field Office MUST revisit Israel's case!! He has been diagnosed w/ pre-diabetes, a condition he didn't have before being in detention & contracted COVID 19. He needs proper treatment.
π’ Organizers fought hard for the changes to the prosecutorial discretion memo released by DHS on Nov 29th. STILL, the new guidelines are not being followed by the Seattle ICE Field Office.
ICYMI: Today the Department of Justice announced it will begin an investigation of the Phoenix Police Department.
Itβs a confirmation what local community members have been calling for and itβs about time.
Phoenix Vice Mayor Carlos Garcia, Mijente founding member, shared in his statement:
β[The investigation] is a clear message that this department is unfit to serve our community and further violates the violence & distrust that our community has been experiencing.β @PhxDistrict8
The @PhxDistrict8 office has been pushing against violations of civil rights by the Phoenix Police Department from day one β including urging for an independent investigation despite the push back. ππ½ππ½ππ½
Itβs no coincidence that the DOJ decided to step in.
ICE agents followed activists to meetings, photographed them, circulated photos of them w/in ICE, & spied on their social media accountsβfor nothing more than exercising First Amendment rights.
It's a constant state of surveillance, w/the threat of deportation always looming.
Beto, whose brother was in @OCAD_CHI, was picked up by ICE in 2019.
In detention, Beto organized fellow detainees decrying living conditions, like dirty cells & unwashed laundry, & was shuffled between detention centers.
