Consent agenda up next. Items of note: first reading of noise ordinance to address issues on University Hill, a $67.5K settlement with a former employee & an ordinance that would add members to the police oversight panel. We'll have a short presentation/discussion on that one.
#Boulder Independent Police Monitor Joey Lipari hopes to add two panel members, increasing the number from nine to 11. This was the original number recommended. dailycamera.com/2022/06/10/bou…
Regular panel members spend about 10-15 hours a month on their work w/ the panel. The co-chairs spend about 15-20 hours a month. Adding members would give the panel some flexibility & allow ppl to serve on just one committee, Lipari says.
Councilmember Nicole Speer: How does workload compare to other boards/commissions?
City Manager Nuria Rivera-Vandermyde: Haven't really tracked. But this, unlike a regular board/commission, is a working, operational panel. They're reviewing cases, policies, providing feedback.
Speer: Are we paying people?
Lipari: Currently have a $100 stipend a month. Covers child care/elder care/parking, etc. Budget increase proposed- $200 for regular members, $250 to chairs.
NRV: Also partnering w/ Naropa for counseling as this work is emotionally taxing.
Councilmember Mark Wallach asking a question about the noise ordinance. Why are we phrasing it as sound impacting a person of normal hearing? Can we defend that? Isn't it vague?
Mayor Pro Tem Rachel Friend: Would this ordinance apply to the whole city?
City Attorney Teresa Taylor Tate says she's actually not 100% certain but will check. Can't imagine it would only apply to the Hill.

There's some discussion about how effective the programs have been. Seems like city staff anecdotally say it would be a lot worse w/o the clean-up team, tents/propane ban, etc. But they're not citing specific info or data, that I've heard.
#Boulder County is here to share more about the potential extension of its countywide transportation sales tax.
Commissioner Claire Levy says the county wants to get the city's feedback on the initiative and will field questions too.
Deputy Director of Community Planning & Permitting Kathleen Bracke is sharing first. "We're coming up on that critical timeframe," Bracke notes, adding that the current sales tax expires mid 2024.
