Katsuki ending up as a OFA vestige permanently would never work as an ending.
Why? Because if Katsuki is a vestige, Izuku would *NEVER* pass on One For All. He would never be able to give up the sole connection to Katsuki he still has.
He would never be able to let OFA go if Katsuki is a vestige. Because saying goodbye to OFA would mean saying goodbye to Kacchan permanently, and he would never be able to do that. Not until the day he dies.
Not to mention that Katsuki becoming a vestige & only existing in Deku’s head would slowly drive him insane. He would never want to leave the vestige space, cuz that’s the only place where Kacchan still lives. He would exist more & more there & wither away IRL until it kills him

This is literally the entire point of Uraraka's story. She demonstrates this MULTIPLE times. She knows that heroes *need* people to rely on, to help them when no one else will. Her role at multiple points in this story has been to show us exactly how harm..
comes to heroes when they try to do things on their own. She realizes that she wants to be the person that heroes turn to for help because they *need* someone like that.
Katsuki has also been that person for Deku-"we're here to step in when you can't handle it on your own"
for the final message of this story to be "heroes need to be independent and not rely on anyone in order to succeed" after seeing all these thematic buildups from Ochako, All Might *and* Katsuki? That would be *idiotic*
