There’s very little impact in 2023 to the total tax burden of USA, per JCT tables. People making more than $500K can expect a 1% tax hit assuming impact of corporate taxes; overall tax burden increase next year is just 0.2%. Taxpayers at lower end on average get small tax cuts.

It’s kind of the first thing I tell people about the budget process. Authorizing is make believe; appropriating is real bullets. Authorizers and appropriators are perpetually at war over who has authority to make policy. Process is designed to distribute power, not efficiency.
Old guys like me remember this on No Child Left Behind. Every year Dems would hold a press conference attacking Bush for not fully funding the authorized levels.
