Finland will start limiting the number of issued tourist visas to Russian citizens to ~10% from September. Currently Finland receives ~1000 applications per day (before pandemic the number was 3-6k per day). This will not affect family visas
Introduction of a humanitarian visa is also being discussed. Together with Estonia, Finland will take up the visa issue at the next EU Foreign Affairs Council in the hope to find an EU-level solution. Currently Greece, Italy and Spain issue the most Schengen visas to Russians
One of the reasons mentioned by Foreign Minister Haavisto is that while a national solution is insufficient, Finland does not want to continue to be a transit hub for Russian tourists en route elsewhere in Europe while Finland is receiving Ukrainians fleeing the war

And Finland along with Sweden, as the “eastern half of the kingdom”
To the confused out there: Finland was part of Sweden for centuries until the Finnish War 1808-09 when Sweden lost Finland to Russia. So 🇫🇮&🇸🇪 have a long shared history of wars with Russia.
As a Swedish colleague said “🇫🇮 has always taken care of the Russia problem for 🇸🇪”
Update: the 🇫🇮 customs seized the yacht temporarily several times (they can only do so for a couple of weeks for investigation & have to release it if no evidence is found) and the last information was from late May that it was again released. Trying to find out current status
For the record: I’m not for a blanket visa ban for all Russians. And it’s deeply annoying that the debate has gone to this black & white yes or no. There’s a lot of grey in between those two positions and that needs to be accounted for in any opinions and policy options
What I think is reasonable and necessary for Finland is exactly what the govt proposed yesterday: limiting the number of short-term tourist visas so that
- 🇫🇮 customs have the capacity to make sure EU sanctions are not being evaded
- applicants can be screened more carefully
That way it’s more likely that the people who want to use the tourist visa to apply for asylum can do so and it doesn’t affect 🇫🇮-🇷🇺 families etc. Finland will probably introduce a humanitarian visa additionally - and yes I’m aware of the shortcomings of that solution

It’s absolutely no surprise that Germany would oppose any kind of visa ban. In fact, it’s totally consistent with Germany’s line so far since the invasion started.
And mind you, there are a lot of nuances to this issue - it’s not like the borders are either open or closed.
In Oslo, Scholz said “of course we can talk about this on the European level”. So I’m curious to see what those talks will result in. But all in all this is very indicative of the NCEE/ Western European cleavage that has been in the making since January
And I’d like to emphasise once more that this is not just some unreasonable grievance that magically appeared from nowhere. Finns used to be greatly enthusiastic about Germany until this year, and I think similar attitudes were prevalent in the rest of the Nordics too
What annoys me most about the #visaban debate is how the blame is put on the frontline states.
In fact, hardly any other country has so excessively tried to reach out to Russia in an attempt to build cooperative relations as Finland in the past 30 years
We had
- visa facilitation
- good trade relations
- energy projects
- news in Russian in the Finnish public broadcaster
- whole shopping centres built for Russian tourists in the border area
- a direct train line from Helsinki to St. Petersburg
- cross-border tourism
- cautious official rhetoric for the sake of good neighbourly relations
Did any of that stop the Kremlin from constantly threatening Finland with one thing or another ? No.
Did any of that make Finland feel secure enough to scale down its defence forces ? No.
