NOW: US Attorney for MN, Andrew Luger, is announcing new charges against high-risk, violent offenders, and recapping their violent crime strategy.
2/
Luger says violent crime stats are "alarming."
Shootings, carjackings and gang activity are at or near all time highs.
3/
Luger says violent offenders are displaying an "absolute disdain for law." He says they are engaging in evermore violent crimes.

He references the auto sears perps are placing on Glock 19s to modify them to fire automatically, which renders it a "machine gun."
4/
Luger says Minnesota is seeing an increase in drug related violence. He says drug dealers are using "militaristic gear" in their trade.
5/
Charges were recently filed against 10 violent drug dealers in Rochester, MN who were using high powered firearms in their organization.
6/
This week, Luger said two elite ATF special response teams conducted joint law enforcement operations in Minnesota.

Thursday they arrested high risk offenders in Minneapolis and St. Paul.
7/
This summer, Luger said other federal agencies have been deployed in MN including the ATF, FBI, Homeland Security, Federal Marshals, BCA, and DEA, in addition to local sheriffs, VOTFs and police agencies.
8/
Luger says dozens have been federally charged with violent carjackings, armed robbery, illegal firearm use and gang related crimes.

Over 35 high risk offenders have been charged in the last two weeks. Luger says they will remain in custody.
9/
Luger said a serial offender was arrested by and FBI SWAT team for multiple armed robberies against immigrant-owned grocery stores.
10/
Recent cases charged:

--Derrick Scott, 8 prior felony convictions. Newly arrested for fentanyl pills and a machine gun. The combination, if convicted, carries a mandatory 30-year sentence.
11/

Another case involves 4 defendants who targeted and lured rideshare drivers for carjacking (we've posted extensively on this). Their actions included violent assaults, pistol whipping, and threats to kill the victims.

Luger says many of the victims were immigrants.
12/
Another case is Saladin Saline (sp), a federal weapons convict who after being released came to #Mpls. He shot at least 7 people in a few days and killed one of them.
13/
Asst special agent of the ATF in St. Paul Jeff Reed said teams acted Thursday to arrest persons from several violent street gangs.

Five high-risk offenders were taken into custody as part of 16 total recently arrested.

Also, 29 firearms and 3 auto sears were recovered.
14/
Asst special agent of the ATF in St. Paul Jeff Reed said continued gun violence "will not be tolerated."
15/
Asst special agent Michael Krause with the Mpls FBI office said their task forces will continue to address violence and gang activity. They are using technology to identify offenders.
16/
On Monday, Nicholas Dancy was arrested on Aug 8 for multiple robberies at grocery stores in St. Paul.

He used firearms during the robberies.
He's a previously convicted felon.

Newly charged under the Hobbs Act, using a firearm during a robbery and felon in possession
17/
Special agent Justin King DEA-Omaha Division said they are seizing record amounts of fentanyl and meth. He said testing reveals that 4 out of 10 fake fentanyl pills contain a potential lethal dose.
18/
Eddie Frizell, US Marshal district of MN, "you can run, but you cannot hide."
19/
Drew Evans of the MN BCA said their agents continue to be diverted to address violent crime cases.

He says so far:
174 guns recovered
115 criminal investigations opened
269 arrests
1000s of fentanyl pills recovered
20/
MPD interim chief Amelia Huffman says carjacking continues to increase w 343 cases this year (277 at same time last yr).

Shootings have increased 101% over the same period for 2019.

81% of this year's 58 homicides are shooting deaths.
21/
Huffman says this year:
--5800 reports of shootings and shots fired
--4000 Shotspotter activations (covers 7% of the city, north and part of south)
--13000 rounds fired, including 2000 in full auto bursts (Shotspotter)
--1000 person with a gun reports
22/
Huffman touts the #Mpls park system, but says too many people are "too fearful" to use the parks due to shots fired [no mention of the encampments, needles and other crimes allowed in the parks].
23/
Huffman said 60% of the gun violence is concentrated in 2 of the 5 precincts.

83% of the people shot this year are black.

Huffman said in addition to other arrests, enforcement details have yielded 120 guns off the street as well as 4000 fentanyl pills recovered.
24/
Chief Deputy Tracey Martin of the Hennepin County Sheriff's Office.
25/
Andrew Luger claims the street is hearing his message of enforcement and prosecution, but says they have a long way to go.

He said they're taking up a PSA media campaign to be more visible to criminals.
26/
Andrew Luger says they're cracking down on straw gun purchasers [a crime we've reported the Hennepin County Attorney has avoided charging in the past].
27/
Luger claims most age 18+ violent carjacking cases are still being considered for federal prosecution.
28/
Luger said they met with offenders and others at the beginning of the federal enforcement detail earlier this spring, and he said most people had the belief that there would be few [local, county, state] serious and swift consequences.
[Which we've been proving for years].
