No yelling during the pledge. Cross reads the land acknowledgement. Onto approving the minutes of previous meetings, which Constant makes a motion for. Petersen seconds. No opposition, minutes are approved. #ANCgov
Mayor's report. Bronson says today we rolled out the first part of the cold weather housing plan. Says details are on the Muni website. Reads the code that necessitates such a plan. He says it has been nearly 3 years since it has been necessary to have cold weather plans. #ANCgov
He says it's a partnership between the Muni and private actors. They will oversee licensing of private for profits, nonprofits, and churches to use facilities to shelter people in need. They have identified locations, perhaps enough for 100s to be sheltered. #ANCgov
Bronson says "we intend to activate the faith community through providing microgrants". He says they feel confident, and they have taken steps to figure out the plan before cold weather hits. Says no plan is perfect, but they are happy to work with the assembly to improve.#ANCgov
He turns attention to the Muni Clerk. He says the assembly has delayed it from it's initial introduction until today, but he's glad it's up for discussion. Electing a clerk will increase transparency. He says at state level, we have a Lt. Gov who oversees elections. #ANCgov
Dunbar asks the Mayor about the multiple facilities he has identified, can he give us examples? Bronson turns to Johnson, who says they'll have it in writing at the end of the month. Dunbar asks for an example? Johnson dodges, they have four buildings. Won't name. #ANCgov
Chair's report. LaFrance speaks to the crash on fifteenth, which ended the lives of two young people due to intoxicated driving. She says the community holds them and their families in our thoughts and prayers. She then says she attended the Hmong celebration this weekend.#ANCgov
She says it was a beautiful celebration, she was honored to be there, and she wishes the Hmong community a happy new year. She gives her gratitude to those in the Hmong community who serve in Muni positions. #ANCgov
She speaks to the board of equalization and their volunteers. If others are looking to serve on that board, contact the clerk. She speaks to the Clerk election item. She references the previously published statements by assembly leadership, it's unnecessary and partisan. #ANCgov
By making the position beholden to partisan interests and could put us in violation of state law. There are no elected clerks in Alaska. It gets in the way of non-partisan running of elections. She says Anchorage elections have flourished under professional clerks. #ANCgov
She says given the troubles within the administration, such as Gerace, Tshibaka, Eledge, and police body cams, she urges the admin to focus on necessary personnel issues, which don't include the clerk. Then she explains the rules of decorum in the Chambers. #ANCgov
Onto committee reports. Rivera says the first meeting of the cold weather housing task force was yesterday, they'll be meeting twice a week through September. He feels it is going well so far. He looks forward to thoroughly looking through the Mayor's documentation. #ANCgov
Rivera also says they are looking at placing the Gerace hiring issue on the audit plan in the coming months. #ANCgov

Constant speaks to the port revitalization effort. He has volunteered himself and the vice chair of the committee to sit down with relevant parties to discuss it. He also sat down with representation of the tribe of Eklutna, to speak about the Eklutna river/salmon futures.#ANCgov
Zalatel says on Thurs from 1:30-3:30 will be the AMATS committee meeting. There will also be an upcoming meeting in regards to the alcohol tax, re: how the grant is working/isn't working on Sept 7 at room 155, city hall. #ANCgov
Dunbar speaks to the budget and finance committee meeting last week. Says they heard in the treasurer's report that they have a surplus, due to increased community assistance from the state and $9mil from the car rental tax. $11mil surplus. #ANCgov
Quinn-Davidson elaborates, says as things heat up in budget season it will make sense for the health committee to do a deeper dive on the alcohol tax. #ANCgov
Petersen says the ethics and elections committee tomorrow has been cancelled. #ANCgov
Next, the addendum to the agenda. First we tackle any laid on the table items. First, a resolution recommending changes to the AMATS improvement plan. Under new public hearings, the admin's suggested ballot measure that would institute elections for Muni clerks. #ANCgov
Third is a cannabis license resolution. This is the only one that requires voting. Constant speaks to it, saying that one particular licensee is different from the rest. First year renewing the license and a first time mistake. Says they haven't had issues before. #ANCgov

Dustin Darden is first in line. He has a folder with documents, which he tapes up on the lectern. He proposes a resolution that he has sent the whole assembly. It is about having grand juries investigate crimes and injuries. I think it's supposed to be about vaccines? #ANCgov
Charles McKee, who has attended the previous two meetings to lodge his frustrations about a particular legal case he is involved in. I am still unsure exactly what the situation is, and don't feel super comfortable trying to summarize without decent context. Sorry y'all #ANCgov
Next, Dustin Sherman. He speaks in favor of electing the Muni Clerk. He says he's lived in 50 places throughout the states, and only Alaska doesn't elect the people in highest positions. He says we should also elect a sheriff. Takes away bias, let the people decide. #ANCgov
Next, Emily Wiser, representing Bike Anchorage. In favor of two measures on the agenda tonight. Says the previous strategy of the city has been to maximize the speed at which cars can move through the city. Its time to break the car-centric cycle. Walking, biking, busing better.
Reduces clogging, increases business, and reduces stagnation. Also reduces pollution. Reimagining transport is essential in reducing carbon emissions. We need a choice in how we get around to revitalize Anchorage. #ANCgov
Anna Hennikausen (sp?) also speaks in favor of non-motorized infrastructure. References a synthesis of 23 studies, which showed a positive impact on restaurants and businesses through emphasis on active travel (non-motorized) infrastructure. #ANCgov
Robert Moore, Sand Lake. Says he understands the assembly is opposed to elections for the Clerk, but the supreme court has already ruled it's within the mayor's power due to separation of powers. Encourages a motion to remove much of the assembly and Jones. No takers. #ANCgov
A member of the Pacific community testifies asking the assembly to reconsider having not given funding from ARPA to the Native Hawaiian/Pacific Islander community. Speaks to the effect covid had on their community. #ANCgov
Another representative from the Pacific Islander Community speaks to the same issue. "Who's left behind? Who's not at the table? Who's missing?" They say their people are continuously hurt and never given consideration, yet the assembly has the power. #ANCgov
Next, Irene Quednow. Some random comments: two weeks ago a man said we don't need to invest in the port, we need to invest in food security. But where does the fertilizer, machines, etc come from? The port. #ANCgov
Second, she says, Dunbar has stated that Centennial is a humanitarian crisis. If so, where was the ACEH in helping? They refused. She points that at Zalatel. #ANCgov
Third, Quednow says, Constant brought forward the Mayoral removal AO. But where was his commitment to the charter when AQD sat in the mayor's seat? #ANCgov
Now she talks about problems with separation of powers. Says they aren't allowed to hire Falsey due to something I didn't catch. #ANCgov
Barbara from Sand Lake testifies. She is opposed to changing the Clerk position to an elected position. Should the clerk fail at their duty, it would necessitate a special election overseen by the clerk themselves, whereas now the Assembly assigns a replacement. #ANCgov

Final audience member participant speaks to thank the assembly for recognizing Women's Equality Day. Then she speaks to why she thinks the Clerk should remain an assigned position. "The municipal clerk must remain non-political." We need an efficient and ethical office, which...

Zalatel reads, Quinn-Davidson presents. A representative from the women's commission accepts and speaks. She thanks the strong women who have spoke and led so far today. Calls for all citizens to listen and respect the contributions of women, not only on women's issues, but all.
She finishes by saying we cannot truly have human rights until women, and men, have full access to healthcare choices and equitable support. Zalatel says that we need to work together, as the struggle is not over and there are still inequalities that must be addressed. #ANCgov
Next, a resolution recognizing September as Hunger Action Month and supporting the elimination of hunger in Anchorage. Passes unanimously. Dunbar reads, Volland presents. Ron Meha, of the Food Bank of Alaska accepts. #ANCgov
Ron encourages everyone to donate or work with their local food bank. Notes the unprecedented problems with supply chains, as well as other issues. Says their work wouldn't be possible without the donations and volunteering of community members. #ANCgov
Dunbar says he and his colleagues were really impacted by their tour of the Food Bank facility and seeing their logo on the wall next to other donors on the new cold storage facility. Then asks, what is the best thing for the community to do? Ron says any help is great. #ANCgov
Volland thanks them for being here and for what they do. Says he doesn't think people realize how many hungry families we have in Anchorage. Says the food bank of Alaska does an amazing job. #ANCgov
Next, a resolution recommending changes to the AMATS transportation improvement plan before it's adoption. Zalatel motions to approve the S-version. Seconded. She speaks to it, saying there were some concerns of vagueness and issues from northeast, which we're addressed. #ANCgov
Zalatel says usually AMATS members don't bring much to the body as whole, describes the purpose and goal of AMATS. (Federal highway money allocation). She describes some of the projects they have considered and are approving. Heady stuff, outside my lane (pun intended). #ANCgov
Volland acknowledges that he biked here tonight. Speaks to the trouble of the A st/C st couplet and it's danger to the public. How can we make Anchorage more pedestrian friendly? Safer for our kids? We need to think about more than just commuters. #ANCgov
Cross says the meeting on this issue was excellent. Recalls that he has been hit by cars three times riding his bike in this city. He's pro-making Anchorage more bikable, while also abandoning outdated highway plans that are twenty years only. #ANCgov
He also says if any eminent domain issues were abandoned, he hopes we give the previous owners their property back. Dunbar responds that he doesn't believe any eminent domain seizures have been made yet, but it would be done down the line. #ANCgov
Dunbar has considered the issue of leaving money that could go into the construction industry on the table, but believes that a lot of federal funding will be coming in in the next few years, so he doesn't think it will be an issue. #ANCgov
Dunbar also says that Debarr is a dangerous road that prevents kids from walking safely to school. Sulte jokes about Cross having been hit three times by cars. Sulte says he wants to remove some of the projects which he sees unnecessary. #ANCgov
Constant reminds everyone about the effect of changing plans after purchases have been made, could lead to permanent closed facilities and deteriorating neighborhoods. #ANCgov
Zalatel says that this doesn't remove the Scooter Ave project, just right side's it. Speaks to the halving of car crashes since 2011, but we still need changes to make Anchorage even safer. #ANCgov
Dunbar says we have amazing AMATS employees working on the TIPP. These changes don't denigrate the work of those valued members, but addresses further concerns from the community. Says some projects may not materialize for 20+ years but they are for the future of ANC. #ANCgov

Next, the alcohol pack store license for Brown Jug in Huffman Park. Zalatel moves to approve and Rivera seconds. She says she appreciates the community's concerns, but they are amounting to license concentration and traffic. #ANCgov
She says neither of these are usually concerns that one might consider when approving a special land use permit. She hopes the licensee would take these concerns into consideration, but they can't make any conditional statements in the license. #ANCgov
Rivera echoes a lot of her concerns. Says if they considered them, they would be acting inconsistently with the rest of the city. He'll be voting yes, hopes the community council work with the licensee on the remaining issues. #ANCgov

Cross says they had a great work session on this. The concern was consolidation of licenses and traffic, but he doesn't think that's it. He thinks it's about the stigma around liquor store businesses. However, no matter the stigma, they're following the law so that's that #ANCgov
LaFrance thanks everyone from the community councils as well as the involved parties who came to the worksession. Says if this approved, that's four package stores in the area. Her community has expressed concern and disproval. She supports her district's concerns, will vote no.

Julie Lindberg testifies. Used to bike a lot and she thought that it was faster to ride bikes than drive and now that she's retired she's distressed that no one was taking care of the roads. She says while she rode her bike they didn't do any work on the roads. #ANCgov

Tammy testifies. She says it's laughable that Dunbar said they postponed indefinitely because of election misinfo. Says the assembly is majority leftist. This is silly. I'm not typing it all out. #ANCgov
Next up, Tracy Burke. She says she is delighted that we aren't dealing with the Clerk issue. She doesn't want it elected, the assembly is elected and oversee it. She says it's not an accident that we have a conservative mayor and a progressive assembly. We're divided. #ANCgov

And Muni Manager. She says he doesn't push for these because it isn't about transparency. She says it is about pushing a narrative by one party in order to destabilize our systems. #ANCgov
Closing member comments. Rivera says he thanks his colleagues for protecting the ballot from a bad idea. Cross says he was pleased and displeased to have some items postponed indefinitely, because he loves conversation. #ANCgov
Constant says that he disagrees with a comment that he overrides vetoes because he doesn't care about the people he represents, he does it because he does care. #ANCgov
