Of course Russia is responsible for blocking consensus at #NPTRevCon, but make no mistake, the outcome document was stripped of any meaningful commitments through a joint effort of nuclear armed states and their allies.
The document failed to condemn nuclear threats, and Russia watered down the commitment by NWS to not threaten non-nuclear weapon states to become empty and meaningless. This was of course done so Russia can keep threatening to use nuclear weapons as it wishes.
The document saw the deletion of the call for a moratorium on fissile materials. This was done by China, so it is able to increase its nuclear arsenals.
The document didn't provide any benchmarks, timelines or concrete commitments. This was done by all five nuclear weapon states, so neither US, UK, France, China or Russia actually have to take any steps on nuclear disarmament.
The document saw the watering down of risk reduction measures, transparency and accountability, because the nuclear weapon states are actually not interested in being held accountable or reduce the risk.
We saw the removal of the call on nuclear alliance states to reduce and eliminate the role of nuclear weapons in their security doctrines. This was done by nuclear alliance states in order to continue to hide their complicity in nuclear threats & promotion of nuclear weapons.
Faced with an unacceptable dangerous global situation, the #NPTRevCon achieved nothing. It spent a month failing to do what the #TPNW achieved in 3 days: adopt a credible plan to advance disarmament, help victims of nuclear use and testing and condemn all nuclear threats.
It has never been clearer that we need all states to join the Treaty on the Prohibition of Nuclear Weapons right now. The #TPNW is where the momentum is, it provides much needed energy and creativity for multilateralism and diplomacy on nuclear disarmament.
