The Constitution mandates membership involvement but this exposes the Party to Tortoise' argument about a quasi--GE. May and Brown were coronations.

An Association or Agent would normally raise a flag at CCHQ and ask for an exceptional check. This is at best 5% of total. They have no compliance auditor, independent or otherwise. They don't report infiltration as a KPI - brush, carpet etc.
