This happens all over America, day in and day out. The FBI crime stats are what they are.

Again - the only way to get this under control is to TRIPLE the prison population; to incarcerate, and execute, *millions* more people than we currently do:

It would have been better for everyone if he were imprisoned, for life, far earlier in life for prior crimes and been made to do productive labor.
The killer is 26.

The State could execute him - but it should've done so years ago. Wouldn't it better now to make him work, with corporal punishments as needed?

The defining factor of Third World-esque corruption, is /things don't work/

Who inspects elevators in the First World? The elevator inspector - everyone from the elevator utility company to the Government checked he knows and does the job well, without monitoring. He's not just an important person's cousin who was owed a favor:

In the Third World - which btw is outdated terminology, Singapore is *WAY* nicer than SF - it really was often just someone's cousin. And maybe he wouldn't even pretend to inspect the elevator, he'd just shut it down if you didn't pay him, or ignored complaints about it breaking.
