It should be recalled for this that Iran, Turkey and Syria sometimes did joint military attacks against ethnic minority opposition groups and refugees before Turkey invaded Syria and therefore also became at war with Iran because it defends dictator Assad.

It's because the incorrect label as "terrorist" is based NOT on having committed any terrorism (haven't) but instead legal acts of resistance against a State that actually commits terrorism, that's why it's so easy to just declare any act of dissent "PKK" to imprison and silence.
Very convenient for regimes of Turkey to have a constant vague bogeyman to point at to generate compliance through fear & label dissidents as to silence in prison.
For other States, it's just prioritizing e.g. air force bases over human survival that keeps PKK "terrorist"-listed.
Also a very clear example of why membership in organizations itself should never be criminalized, as courts can just falsely decree people "secretly a member" to imprison anyone,
while any undesired acts the group supposedly would be banned for presumably already were illegal.
