The decrees say that Russia "recognizes independence" of Ukraine's southern Kherson and Zaporizhzhia oblasts, which Russia partly invaded earlier this year.
The move follows Russia's sham referendums that it staged in the occupied territories on Sept. 23-27, claiming to ask locals if they wanted the territories to "join Russia."
In this way, Russia seeks to solidify its control over the invaded Ukrainian territories following the recent successful counter-offensive of the Ukrainian Armed Forces.

The Institute for the Study of War reports that positions held by senior Russian military leadership are continuing to change hands, which might indicate that Vladimir Putin is continuing to see systemic problems as the result of the personal failings of senior subordinates.
The Russian Ministry of Defense reported on Sept. 24 that Colonel-General Mikhail Mizintsev has been appointed Deputy Defense Minister and will oversee logistics for the Russian Armed Forces, replacing Army General Dmitry Bulgakov.

The U.S. think tank reports that the Russian proxies in Luhansk Oblast announced joint patrols with police detachments from Russia’s Leningrad Oblast, which may signal that support for the war is dwindling.
The ISW also suggests that Russian forces may have conducted a false flag attack on the headquarters of the leader of the Kremlin’s proxies in Donetsk on Aug. 23 to justify an attack on Ukrainian government buildings on Independence Day.

⚡️Ukraine asks UN, Red Cross to act against sham trials in Mariupol.

Ombudsman Dmytro Lubinets appealed to both organizations and Russia's ombudsman to prevent "yet another violation of the Geneva Convention."
Mariupol Mayor Vadym Boychenko said on Aug. 11 that Russians plan to hold a sham "trial" of Ukrainian prisoners of war at a local philharmonic in Russian-occupied Mariupol on Aug. 24, Ukraine’s Independence Day.
According to Boychenko, there are over 10,000 Ukrainians in Russian-controlled prisons across Mariupol, many of whom are soldiers.
