⚡️Forbes estimates Russia's Oct. 10 missile strikes cost $400-700 million.

Russia launched 84 cruise missiles and 24 drones all across Ukraine on Oct. 10, with an average total value of $400-700 million, according to Forbes.
While the exact type of each missile launched is currently unknown, it was reported that Kh-101, Kh-555, Caliber, Iskander, S-300, and Tornado-S missiles were used in the attacks.
Forbes calculated the cost based on the assumption that most of the missiles Russia launched were the expensive and highly accurate Kh-101, S-300, and Tornado-S missiles, while the remaining were aimed at overloading Ukraine's air defenses.

For three days residents of Enerhodar have been living without electricity and gas, according to the city mayor, Dmytro Orlov.

Constant shelling prevents utility service workers from restoring electricity and gas supply, he said, warning locals to stay cautious when collecting firewood in the areas where there can be landmines.

⚡️Putin signs decrees 'recognizing independence' of Ukraine's Kherson and Zaporizhzhia oblasts, partly invaded by Russia.

The decrees say that Russia "recognizes independence" of Ukraine's southern Kherson and Zaporizhzhia oblasts, which Russia partly invaded earlier this year.
The move follows Russia's sham referendums that it staged in the occupied territories on Sept. 23-27, claiming to ask locals if they wanted the territories to "join Russia."
In this way, Russia seeks to solidify its control over the invaded Ukrainian territories following the recent successful counter-offensive of the Ukrainian Armed Forces.

⚡️ Zelensky: Russia uses criminal mobilization to exterminate indigenous groups.
“Criminal mobilization is used by Russia not only to prolong the suffering of people in Ukraine and to further destabilize the world, but also to physically exterminate men - representatives of indigenous peoples," who live in Russian-occupied territories, President Zelensky said
Russian forces have recently begun mass conscripting Crimean Tatars in occupied Crimea. Mykhailo Podolyak, an advisor to the President’s Office, said earlier on Sept. 25 that this “is nothing more than Moscow’s attempt to cleanse the territory of a disloyal population.”

⚡️ISW: Putin likely continues to address systemic issues in Russian senior command by replacing individual senior subordinates.
The Institute for the Study of War reports that positions held by senior Russian military leadership are continuing to change hands, which might indicate that Vladimir Putin is continuing to see systemic problems as the result of the personal failings of senior subordinates.
The Russian Ministry of Defense reported on Sept. 24 that Colonel-General Mikhail Mizintsev has been appointed Deputy Defense Minister and will oversee logistics for the Russian Armed Forces, replacing Army General Dmitry Bulgakov.
