The Clerk's office walked me through the claim which is based on comparing multiple data sets from different points in time.
They say they've explained this to Maragani and others several times.

Utah classifies voter records in three ways. When Utahns register to vote they can either choose to have their information public or keep it private from all but political parties and candidates.
There are also "withheld" records that cannot be made public #utpol
According to the Salt Lake County GOP's "election integrity committee," which Maragani chaired, there were 311,158 voters classified as "public" on election day 2020. Subtracting that number from the 549,882 votes in the final county tally leaves 238,724 ballots #utpol
Those 238,724 ballots came from voters with "private" and "withheld" information. This calculation is based on the number of ballots cast on Nov. 3, 2020.
Due to mail-in and provisional ballots, votes continued to come in for two weeks AFTER election day #utpol
Several close elections weren't decided until nearly two weeks after Election Day.
For example, the Ben McAdams/Burgess Owens race in 2020 wasn't decided until Nov. 16 #utpol
The 14,000 phantom votes claim compares the final vote tally in 2020 to a list of public and private voter records compiled nearly a year after the 2020 election.
Utah's voter rolls are constantly being updated, so it's highly deceptive to compare the two sets of data #utpol
The Clerk's office has already explained this to @goud4clerk.
I obtained an email through a public record request showing Maragani asking about the discrepancy between the two lists #utpol
"There is no discrepancy. The data we sent is captured from our current voter list," the email read.
It explained anyone who has died, moved or was inactivated would be excluded.
"This list only includes our current active registered. voters" #utpol
This "phantom voter" claim was behind former Rep. Steve Christiansen's push for an audit of the 2020 election.
Christiansen tried to get their hands on the entire voter database, including records that legally could not be made public #utpol
For the analysis that led to the 14,000 phantom voters claim, Cindy Butler was given access to a list of voters that included "private" records by the @SLCountyGOP and chairman @cnull#utpol

3/ "2000 Mules" is the widely debunked "documentary" from Dinseh D'Souza that claims non-profit groups are paying volunteers (the mules) to traffic ballots to different drop boxes #utpol
