So, it's clear to anyone that this "fact check", from @VerifyThis, is a load of BS. What may not be so clear though, is that this is how ALL "fact checkers" operate.
One of the go-to strategies for "fact checkers" is to re-state the claim they are checking, in a way that outright distorts that claim. Or, in this case, that distorts it in a subtle way.
So, yes, it is technically true that "PayPal is not planning to fine people $2,500..."

So you need to know: This is not an anomaly. This is how the "fact checkers" do it. EVERYWHERE.

Here's one, from the editors of thebmj, who appear to be shocked by what they've seen over at Zuckerberg's enterprise:
