1/ Sergey Elizarov, a councilman in the western Russian town of Tarusa, wrote to the Chief Military Prosecutor's Office about gross violations of the law by the local military registration and enlistment office during mobilisation. They responded by mobilising him too. 🧵 below.
2/ The Cheka-OGPU Telegram channel has published a letter written on 15 October by Elizarov in which he complains that Tarusa's military commissariat "has committed and allowed substantial violations of applicable law."
3/ Specifically, he writes that the commissariat has not carried out any medical examinations of mobilised men, nor screened them for infectious diseases other than COVID-19. As a result, he says, four Tarusa men with epilepsy are suffering seizures after being mobilised.
4/ Mobilised Tarusans have been taken to an assembly point in Noginsk, Moscow oblast. Elizarov writes that the men's military registration specialities (VUS) – the military fields in which they have been trained during previous army service – have been changed arbitrarily.
5/ "Literally within 1-2 days from the moment a person arrives at the assembly point, his military service credentials are changed, for example, some mobilised people have [been changed] from tank driver to sniper [or] rocket launcher, from driver to motor riflemen."
6/ (Apparently arbitrary changes to specialities have come up several times before in accounts from the mobilised, such as a doctor being assigned to tanks or the examples cited by @RALee85 below.)
7/ As a result, Elizarov says, "the majority of mobilised men [from Tarusa] are assigned as motorised riflemen", regardless of what their actual specialisations are.
8/ Elizarov notes that regulations state that "the initial training of the mobilized persons must take place during the first 5 to 7 days, and then the distribution according to the available registration specialities and appropriate training must take place within 10-15 days."
9/ "Only after that can they be deployed to military formations where combat readiness takes place." The military registration speciality is only meant to be changed "by completely retraining the person for at least 500 training hours."
10/ Elizarov comments that such violations have caused "my constituents, including those who wish to participate in mobilisation activities voluntarily" to experience "dissatisfaction with the formal and at the same time negligent and planned approach" to mobilisation.
11/ He points out that the lack of "proper training of mobilised persons" and the arbitrary changes to their specialities "not only violates state guarantees of rights and freedoms of mobilized persons, but in some cases poses a threat to their lives and health."
12/ In addition, Elizarov notes, such neglect "certainly causes significant harm and discredit to public interests" even if the men were not participating in the Special Military Operation. He appeals to the prosecutor to intervene and act against those violating the rules.
13/ But in response, Cheka-OGPU reports, "Today the deputy head of the administration of Tarusa district (who is also the chairman of the draft board) Protsenko T.E. personally issued a summons to deputy Elizarov," even though he is 47 and has never served before. /end

2/ The independent Russian media outlet Interesting Stories (@istories_media) reports that the previously unnamed FSB officer mentioned as having "fled the site" in Yahoo's story above was in fact Evgeny Tikhonov, son of the high-ranking FSB Colonel-General Alexander Tikhonov.
3/ iStories provides an account from "an FSB officer familiar with the situation". Two contract soldiers and four FSB officers were drinking in the Food.Topi cafe/bar in Kherson on 17 June. The FSB officers reprimanded the soldiers for drinking while armed and in uniform. Image

It would be helpful if someone could geolocate where this is and the rough direction the rockets are coming from. The last time this happened, their source appeared to be in Russian-held territory - a possible false flag attack.
