@MiguelArias_D3 Past week we have dealt with residents being evicted in next 60 days. Also apartments on Belmont that burned down. Thank you to Mayor and City Manager for showing up at that burnt apartment. We are also finding out of the country buyers purchasing apartment
complexes and then giving tenants 60 days to get out only to later ask those same tenants to return but with a higher rent but no improvements made. They are also covering up who they are when purchasing. In downtown new trees are going to be planted next year. For Mayor:We are
getting complaints from employees that the health coverage is among the worse and I have been told all claims can only be done remotely and no in person facilities. Some of these cause accounts going into collections and that affects credit score. @LuisCha70215912 Bredefeld and Image
Chavez walked out of last council meeting at 12:05 am! @GarryBredefeld He is wearing a hat today as he had a basal cell sarcoma removed. Nov 2nd Public Safety memorial unveiling. He would like to pull and item from Consent item too but he came in late. Esparza makes note.

if we wait? Staff:The longer we wait it will make it harder. If we wait too long we may have to wait until Spring when their workload decreases. We may have to be flexible with timeline.Arias:I would like Closed Session to discuss this in conjunction with new City Controller. ImageImage
White:Another firm will do audit. Ruthie:they are ready for us now but audit of finance department but this is a small part of that but essential to have it in place.Bredefeld:We delayed it last week and now we want to delay it two more weeks.Public wants to know if their money
is being managed well. @Maxwell4Fresno we hope they can be flexible. White:I don't see review of credit card on Agenda. Maxwell: we were waiting as we have to schedule interim Controller around her availability. @MayorJerryDyer comment Tonight will be update on West Fresno
College campus delay due to PG&E. A few Beautify Fresno events this weekend.@gawhitefresno Tower Theater fees was in tray memo yesterday. Bredefeld:Pulls 1-B and 1-G and registers NO vote on 1-Q. KArbassi:Pulls 1-H too
PUBLIC COMMENT:Fernando Nobody is above God."City of Fresno" is above "God We Trust" sign in chambers. Homeless are victims and we need to get back to the basics and help them.Permanent housing and not bouncing back from temporary to temporary.Special interest equals Corruption. Image
Appearance by Steve Markus to discuss alley gate breaches. (Speaker Resides in District 7) Five years ago we were able to get gates put on alley entrances. Chainlinks cut through, locks and chains cut every 9 months or so.I would like to see iron rod fencing instead of chain link. Image
Jenny Copeland:3 little boys including a special needs one but I was evicted 3 months ago. I have not been able to get into a family shelter.Maxwell:If you think you were illegally evicted our City Attorney staff can help. (Mayor helps her) Image
Brianna:I am in favor of T-Mobile tower at parking garage #7. Lance Rogers:T-Mobile has been a great place to work.Lots of our customers including schools will be affected if it goes down. Our society is pushing technology firstmost now.Nicole Orr:I have kids use T-Mobile hot ImageImageImage
spots and "cannot afford the big dogs" Jessica Rodriguez:T-Mobile is a great place to work and we need Tower 7 going. Shelby Ferrari-Mendenhall:I use that tower and low income can use it for $50 and they need Tower 7. Joseph Mesa:I am in favor of Tower and if we lose it it will ImageImageImage
hurt those applying for jobs etc. Gabriel Hernandez:We need to keep our customers connected. I don't want to have Fresno residents call me and I have to say :Your Councilmembers voted to remove that tower" Jasmin Soto:In favor of Tower 7. We have good prices for low income. No- ImageImage
-body should have to pay $100 a month. Enrique:I am in favor of Tower 7 as I live near the tower as representation is important , we offer free internet for low income youth.Reline Ceeno:I come from a large family and the T-Mobile cost is helpful.CF Parker:I am ImageImageImage
engineering rep for T-Mobile. The staff that has spoke today all live in the Fresno area.We need the tower 7.A coverage hole will be created if this tower is removed.Rodrigio who is internal affairs rep for T-Mobile and is based in Bay Area.We would like 20 year contract re-newal Image
of Tower 7. At that tower 698 calls to 911 went through that tower so it is important for Public Safety.Connor:I come from a single parent Asian household and T-Mobile has helped.Gloria Hernandez:@defensoragloria We overfund the PD and they don't prevent crime but react to it. ImageImage
Advance Peace has proven itself. I am also offended by Bredefeld's hat as not only Police lives matter. Dez Martinez:Roeding Park had dogs removed from homeless.Humane Society said the dogs would be best given back to their owner but PD insisted dogs were property and had to be
removed. County trailers that are empty but on City property. Hit and Run victim. Mayor Dyer has held up
Tiny Homes when he would rather have press conferences. Regina:her son Rashad was hit near Hoover High. She wants the name of driver released. We need speed bumps and cross- Image
walks in Hoover Area. What can she do to get the name of driver?@gawhitefresno Meeting recently with family and investigation continues.Regina:My son was 15 years old and his name was released but not the driver's name. Arias:why isn't her name released?PD chief@BalderramaPaco ImageImage
Name was released to family yesterday. The driver has not been charged with a crime so there are limits to how the name is released.Family got the name yesterday.City Attorney Assistant Tina:We expedited the Public Records Act but are limited to disclosing it to ImageImage
public. (lots of comments from audience making it a bit hard to hear everything) When we are legally able to release the name we will do so. (Esparza banging gavel) Family says "driver was Lisa Ellen Spores a professor at Fresno State". Woman asks about Freedom of Public Info- Image
rmation Act request she made. Esparza:directs her to City Attorney's Office across the hall. Dez Martinez: I want to support Advance Peace and I don't want them to lose their building. (she asks for attention from Councilmembers and says Bredefeld is only one paying attention.
And Go T-Mobile! says DEz. Via Zoom @LisaYFlores1 I hope Garry's sarcoma heals well. Thanks Council for dog park funding. Chaffee Zoo Master Plan later today but what is the parking plan???When was the expansion noticed to public?? Parking Lot should be moved across the street on
Belmont and not in park itself.Currently given to a charter school.@LovesMercy Brandi:1-G I support Advance Peace and needs to be increased in funding.I spoke to Humane Society about homeless's dogs in shelter. They need to be returned to them. Those facing displacement will be
homeless. Appearance by Mary Padilla to discuss Returning Rightful Living to America. (Speaker Resides in District 2) You gave $450,000 was given away but a lady's 15 year old son was murdered. (She is sobbing) Next:When the last time Advance Peace was discussed we had a lot of ImageImage
support for it. I am glad a compromise has been created. I hope the council acts as advocates too.You should speak to the truth as to why it helps makes are town safer. This is only organization to prevent violence from repeating. Consent Agenda APPROVED 7-0
3-A WORKSHOP Fresno Chaffee Zoo
@MiguelArias_D3 We were given an update to Zoo Authority Board on Master Plan and made note about parking . In the past the plan was to essentially approved pave over Roeding Park and that is a no go. New plan now. Zoo Director:Master Plan is not Image
a design plan but concept and desires. ImageImageImageImage
Parking is always an issue for patrons as well as private events and concern about parking at night. Need better entrance to Zoo itself. Alternative plan shows old parking plan. Our new plan maximizes green space.Arias:Nobody likes the pave over green space plan. John: we agree. ImageImageImage
@Esmeralda_Soria I don't recall Council approving that parking plan. Who does that? White:we have no idea where that plan came from and I have asked City Attorney to find out. It may go back to original Measure Z. Mayor's Administration have not approved that plan. City Attorney:
we are looking to see if anything was approved.@Maxwell4Fresno Any Measure Z go to the parking? John:No as the parking is outside of zoo grounds. We are just starting process of how to fund it though whether endowment etc.Maxwell:suspend parking fees at major parks was proposed
once but it would need a removal of parking meters so it died.John:We want the parking structure to enhance the zoo and these concept drawings may not be it. Maybe front could be like national park great buildings ? Maybe a ImageImageImageImage
rushing trout stream above you? We also want to capture the diverse California ImageImageImageImage
wildlife as we did with African areas at the zoo currently. ImageImageImage
A massive 100,000 gallon tank look at the Pacific Coast with tidepools and VR of deep sea environment. ImageImageImageImage
Events and Education have doubled. We would like to build a new education building with an outdoor event space as part of it. ImageImageImageImage
Valley Farm section and digs down into our past and future.Children learn best when they can use their imagination in Nature Play. ImageImageImageImage
Wooded forest area , wetlands play area. ImageImageImageImage
As we build these great facilities we will need to improve our support over 15 years which is aggressive. ImageImageImageImage
We will be celebrating our 100th year in 2029 and make a zoo everyone can be proud of Image
@Esmeralda_Soria What is the timeline? A:15 years with Measure Z being approved. We are also having fundraising from private sector. Fresno Unified and Golden Charter and hopefully Madera Unified partnerships.@MiguelArias_D3 Serves 1 million now and is the most of any entity out-
side of airport. Mayor has applied for a grant for walkway over 99 to reach Roeding Park.all hands on deck to reach this in 2 years.@MayorJerryDyer We need to be sure we are moving in the same direction. We cannot proceed growing Zoo without increasing parking structures.
Arias:County residents have supported Measure Z as the zoo has always stepped up. @kmkarbassi I am glad to see this and lots to move forward. What did you mean about the aquarium when you said "brought to you by those who can do it best"? Johm:we have staff that can do it.
Karbassi:there is a group that has been trying to build an aquarium. They said they were told it cannot be an indoor due to a federal rule.We need to get an answer to that before we have to return federal dollars. Perhaps we can build the zoo's aquarium out where the other aqua-
-rium in partnership.White:The City received the environmental info and we will have City Attorney research it.@GarryBredefeld My family loved the zoo growing up. I was opposed the family friendly drag show that was held there. My hope it won't happen again.John:it is part of our
outreach to a variety of public entities. Bredefeld:it is inappropriate for kids. I do appreciate what you do for the zoo though. Maxwell:thanks John Dolan for his work. It is a free society and I chose to go to certain events .
LUNCH BREAK:council will be back at 1:30 for remainder of Contested Consent items plus Closed Session items. It is now 11:58 am
Meeting resumes at 1:40
1-B Adopting the 573rd Amendment to the Master Fee Schedule Resolution No. 80-420to add and revise various fees for the Tower Theatre and move all Tower Theatre fees from the General Government Section to the Parks, After School, Recreation, and Community
Services Section (Subject to Mayor's Veto) @GarryBredefeld Will parking fee be part of Tower lot? @gawhitefresno Not yet but I would like it to move that direction. It will be need to be part of a neighborhood conversation. @MiguelArias_D3 What will be insurance for renters?
A:Ruthie : It will be the same as before. Arias:Will it be same as Veterans Memorial ?Same as Selland? A:unsure at this time.Arias:can we get a memo on this? White:what staff will be at Arias and Soria 's meeting? Arias:As of right now the City Manager and mayor! Arias:What
happened to movie screen? A:Ruthie :it is a temporary screen that is on the back wall. APPROVED 7-0
1-F Actions pertaining to the Local Agency Technical Assistance (LATA) grant: 1. Authorize the Chief information Officer to accept $496,874 in grant funding for the LATA grant awarded to the City of Fresno from the California Public Utilities Commission (CPUC). 2. ***RESOLUTION -
Adopt the 13th Amendment to the Annual Appropriation Resolution (AAR) No. 2022-154 appropriating $496,874 for the LATA grant (Requires five affirmative votes) (Subject to Mayor's veto). Staff:RFP will need to go out. A pilot project to get design.White:RFPs do not come to Image
Council but we can get a tray memo.APPROVED 7-0 White:That was ISDs first ever grant!
1-G Actions pertaining to the allocation of funding for the Violence Intervention and Prevention Initiative Grant Program: 1. Approve the recommendation of grant proposals allocating $950,000 from American Rescue Plan Act (ARPA) and $550,000 in General funding to local Community Image
Based Organizations totaling $1,500,000 to the following organizations: Boys & Girls Club of Fresno County ($165,000); Every Neighborhood Partnership ($75,000); Focus Forward ($50,000); Fresno Economic Opportunities Commission/Advance Peace ($375,000); Fresno Police Activities
League ($75,000); HandsOn Central California/Fresno Street Saints ($75,000); Hope Now for Youth ($130,000); Live Again Fresno ($150,000); Take a Stand Committee ($50,000); The Resiliency Center ($50,000); Trauma Research and Education Foundation of Fresno ($130,000); West Fresno
Health Care Coalition dba West Fresno Family Resource Center ($150,000) and Integral Community Solutions Institute ($25,000) for evaluation services @GarryBredefeld What is age range for Advance Peace?A:9-17 Will there be a stipend given out? A:No Has City Manager's questions
been answered? White:Yes. @Maxwell4Fresno We live in a time where we need to believe one and not the other.I have heard today that PD doesn't prevent crime but only react. I don't believe that and I don't believe everything wrong with a city is put on PD. I heard about Advance
Peace's Richmond program on radio and that it worked to save lives and save taxpayer dollars. We need these groups like this and Boys and Girls Clubs etc out there helping PD lessen crime.Soria:Did staff say there is no direct connection with PD and Advance Peace ? I thought
PD needed training in Advance Peace.White:before PD was in direct connection with Advance Peace but this new one is a Parks Dept grant program and there is no formal connection between the two.@ c_west_Coast happening now
White: Advance Peace did not apply for same model. @MayorJerryDyer There is a relationship with PD and it is cooperative much like Boys and Girls Club and the other 15 groups being funded have a relationship with PD . What info is being shared? These groups all reach out to a
certain niche. White:Not a formal relationship and no MOU involved is how I should have worded it.Dyer:all 13 groups will be good and I thank Council for their work and because of that we will get more "bang for our buck" with the grant money. Staff Shelby: EOC applied on behalf Image
of Advance Peace. PD is not mentioned in Scope of contract. @MiguelArias_D3 I asked for a memo on what status sharing PD has? I thought Council only did. Does PD Chief have that ability without Council? City Attorney:we did look into it and will get that info to you.
@LuisCha70215912 I have been in support of Advance Peace since its beginning. We will unfortunately have more need for this in the future I am afraid. Can it stop innocent bystanders from getting hurt? I wish this program well. Number of shootings will sadly go up. We see data
but those like Aaron see this daily in the streets. Please bring back the data we will need in order so we can support this in the future too. @kmkarbassi This is the most important item on agenda today. A Bee article by a councilmember that implied they were speaking for all of
us. I was initially against Advance Peace but after speaking with Aaron Foster and others I am for it. Former PD Chief Hall did warn me that intel cannot be shared to help gangs know that info. Those economically vulnerable get the most crime too. I want some assurance from PD
that shared intel won't help one gang over another so no parent will be hurt do to their children being killed. White:This is a different program than last where it measures interaction with youth rather than violent crime reduction like the previous version.Mayor won't do any-
thing to increase violence. Staff Shelby McNabb is very detail oriented and everyone knows what is in this program. APPROVED 7-0
1-H Actions pertaining to the use of Parking Garage 7: 1. Adopt a finding of Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines. 2. Approve the Second Amendment to the License Agreement between the
City of Fresno, and T-Mobile West, LLC., to license use of certain real property, together with access and utility rights located at the Fresno City Parking Garage 7 (801 Van Ness Avenue, Fresno, CA 93721) for four (4) five-year terms and total contract revenue of $436,920
Planning Director Clark:AT&T also has a lease on this tower when their contract expires 2042. Karbassi:Why are we only having only one year with T-Mobile? Clark:Their contact is 20 years. White:Arias made a motion to have a shorter contract. Karbassi:I assume you want the 20 year Image
contract and not the 2 year proposal Arias made. T-Mobile:We provide connection for school children. We want the same length of contract as AT&T does. @MiguelArias_D3 My amendment does not curtail any t-mobile customer service.Federal Law requires City to approve towers and
5-G at intersection. Federal law does NOT Require us to approve towers on CITY property though. This is an historic district. This tower causes electronics to be secured leading to parking loss. I want the spiral garage to be listed as historic. I have relayed this to T-Mobile
I don't want T-Mobile to have to remove their equipment overnight so this amendment will allow two more years to maybe find another spot. These corporations make huge profits. T-Mobile sent a letter implying 911 won't occur any more of schools won't have connection. That is not
true. This will give T-Mobile two years to find another tower in downtown Fresno and not on historic building. If it is located on a non-City building Federal law requires us to approve it. T-Mobile has the financial and ability to find another building and not the Spiral garage
I make Motion to approved with 2 year window. Esparza seconds. Karbassi:is it an historic building? Arias:It is in a historic district and we will pursue the building to be historic. Karbassi:We have Vet Building that is historic yet has antennas on it .Arias:the spiral garage
had graffiti on antenna and it took a lane closure to paint over, the antenna causes razor wire and uses parking spaces. Chavez:Will we be choosing AT&T over T-Mobile? Arias:I don't want any private antennas there but AT&T is not before us yet. Chavez:what is the future for
antennas? T-Mobile:you may see macro site as well as micro depending on technology like 5-G but technology changes.Chavez:driverless cars needs antennas. T-Mobile:other cities use that technology on our network.White:Arias:the graffiti at Spiral Garage was in elevator shaft. ImageImage
Arias:I can show you the photos. White:Default in contract is at the tenant benefit. There is no law requiring us to do this today but at Council discretion.Staff recommendation is to keep it this the same as other carriers and I don't think it will preclude putting it on an
historic building. Clark:it will reduce our coverage, we may still have graffiti.20 year contract makes more sense than 2 years but that is up to Council. Many historic buildings have cell towers as they are considered "temporary". Arias:it took 9 months to remove graffiti. Image
I was told the antenna contract revenue goes into improving the garage but I have since found out it goes into general fund and thus no physical improvement to garage. This garage is all the future parking for housing downtown. It is time to move the antenna due to
this coming before us for renewal so I wanted them to have 2 years to find another site. And this is after we gave all of our intersections open to cell companies. Clark:$17,000 goes into parking general funding.Parking was in the black until 2020 pandemic.ISD's Paul:We identify Image
the customer base and income levels in 2 and 1/2 miles of current location of antenna.Bredefeld:seems low in revenue. Staff:NDA slapped on by cell company. Bredefeld:seems like we are providing a service to them so it appears low.Hard to know due to PDA if it is too low.
I understand Arias's points but I will support Staff recommendations. APPROVED 4-2 with Bredefeld and Karbassi voting NO and Soria recused
1-J RESOLUTION - Of Intention to Establish a Community Facilities District (Community Facilities District No. 18 - Public Safety Services) and future annexation area and to Authorize the Levy of a Special Tax; and setting the public hearing for Thursday, December 1, 2022 at
10:10am (T-6310, near the northwest corner of Dakota and Polk Avenues; T-6234, southwest corner of Dakota & Hayes Avenues; future annexation area encompasses entire City of Fresno) (Citywide) pulled by Soria. She says open space requirement still there? Staff Andy:for PD it does
not cover much of open space but when final tract map comes back the other open space will be there. Bredefeld:a special assessment for safety ?Andy B:it is city wide but this is for just two tracts. Fiscal analysis showed these new tracts are not revenue neutral. We decided the
price of the homes should not matter. Commercial and industrial are revenue neutral. Bredefeld:Property tax funds safety. Staff:others too provide safety revenue.Bredefeld:these new places are not revenue neutral and that hurts safety.Soria:Families will have to pay $160 more
to cover that change. I also want to see safety increases too for them. This is a bandaid to the problem.Staff:it can only be used where tax was collected. They are in outskirts of town away from core of city and safety will be worse.White:County won't share and in fact will
get more. But we could not allow development to occur if it is not revenue neutral and this is our solution.Soria:If we vote this down it will be a moratorium of housing in that area. Staff:we have provided info to development community and they have asked a lot of questions.
This is a 30 day opening of the hearing. @kmkarbassi I don't think this will cause a moratorium of housing. New housing have a way to suppress fires. Staff:yes but there will still have attic fires as well as medical calls. Karbassi:when councilmembers insult those on county why
would they want to negotiate with us? Arias:We were told development would pay for themselves as general fund cannot fund a 112 sq mile city. But now as we get closer we are getting cold feet. Karbassi:we will have development will move to Madera , Kerman etc.APPROVE 6-1
Among CLOSED SESSION Today: CLOSED SESSION
